In the case a company wants to exchange voice traffic with another company that is not on the VPF, they can either peer with that company over another network (such as the public Internet) or route that call through the PSTN (Public Switched Telephone Network.) In the event the call needs to be routed to the PSTN, there are carriers on the VPF that can route such traffic to the PSTN on their behalf (bilateral relationship.) VPF supports bilateral and multilateral peering relationships. Bilateral peering is a term that describes when two parties decide to exchange traffic on a settlement basis. For example, there may be a cost per minute to send calls. Multilateral peering enables a community of companies to exchange traffic for free (without settlement) between members of the community.
