XML: The Ideal Standard For OSS Interconnection

Despite several efforts like Telecommunications Management Network (TMN) Q3 and Common Management Interface Protocol (CMIP), the industry has failed to produce a standard. David Spencer of Lumos Technologies suggests  the use of XML -- offering greater simplicity and flexibility.
