Wisor Telecom, a provider of intelligent Operations Support Systems (OSS), announced the appointment of Harry Gowl as chief operating officer. Gowl will be responsible for worldwide sales, marketing, professional services and administration. The company also announced its CEO, Vaikunth Gupta, will join the Packet Switching Data Reporting and Analysis Focus Group. The group will advise the Network Reliability and Interoperability Council (NRIC) and focus on emerging packet networks.

Quarry Technologies, Inc., a supplier of IP service edge switch solutions, appointed Joseph A. DiGiantommaso to the role of vice president of finance and chief financial officer.

Phone Online, a mobile data applications provider, announced former KPMG consulting partner Terry Moore has joined the company as executive vice president of business development. The company also announced that Campbell B. Lanier, III, chairman, president, and chief executive officer, ITC Holding Company; and Allen E. Smith, president and chief executive officer, Powertel, Inc., have joined the board of directors.
