By doing so he hoped to start a national conversation about mental health care. As part of the announcement, Moulton unveiled a plan to destigmitize mental health care that involves increasing mental health checkups for active-duty service members who fought in combat, establishing 9-8-8 as the national Mental Health Crisis Hotline and offering a mental health checkup to every high schooler in America.
