HilltopSecurities Welcomes C. B. "Bix" Rathburn, Ph.D., to its Public Finance Office in Houston


Hilltop Securities Inc. today announced that Dr. C. B. "Bix" Rathburn recently joined the firm's public finance office in Houston.

Rathburn will work to grow the Houston office's relationships with issuers in South and East Texas. Also joining the Houston office is Bat Taniguchi, an associate who will support the firm's Houston bankers with financial analysis and financial modeling.

"Bix is an experienced public servant who has strong relationships with local government officials and issuers in the Houston area. Bat comes to us as a skilled analyst who has modeled and helped structure transactions for many Houston issuers. With the addition of these two accomplished professionals in our Houston office, we'll continue our legacy of advancing communities across Texas."

Rathburn and Taniguchi underscore the firm's commitment to its public finance practice in Houston. In 2018, Managing Director Chris Allen, a well-regarded banker with 26 years of industry experience, relocated to Houston to work alongside Managing Director Joe Morrow, a 26-year veteran of the firm, and manage the practice's effort in the region. Both Allen and Morrow serve as financial advisors to various issuers-including cities, counties, school istricts, special districts and state agencies-throughout Houston, central and southeast Texas.

Prior to joining HilltopSecurities, Rathburn was a senior vice president with Moody Bank, where he focused on business development and consulted with leadership on the bank's strategic mission. Before that, he served as the director of economic development for Galveston County. Prior to his economic development work, Rathburn spent 34 years in higher education serving in top administrative positions, including 17 years of combined experience as president and CEO of three regional higher education institutions. Throughout his career, Rathburn has played an integral role in the planning and construction of public facilities throughout the region.


Taniguchi previously served as an associate relationship manager with Frost Bank in Houston, where he analyzed, assisted, reviewed and prepared credits for the bank's public finance clients. He also assisted with portfolio administration for lenders in Houston and Corpus Christi.
