CCA Encourages FCC to Further Expand Competitive Opportunities in Incentive Auction

(Targeted News Service Via Acquire Media NewsEdge) WASHINGTON, Aug. 1 -- The Competitive Carriers Association issued the following news release: Today, the FCC circulated a Notice of Proposed Rulemaking (Notice) seeking comment on rules for small and minority owned companies ability to participate to finance and acquire spectrum in upcoming auction. As we understand, this Notice will seek comments on auction bidding credits, attribution rules, reporting requirements, the "former defaulter" rule, and joint bidding arrangements.

"While pleased the FCC continues to explore ways to promote competition in the incentive auction, I am concerned the FCC appears to be considering restrictions on joint bidding arrangements among certain participants in the upcoming 600 MHz band auction," said CCA President & CEO Steven K. Berry.

"Consolidation into the hands of the largest two carriers has had a negative impact on all competitive carriers and consumers. CCA has objected to policies that would limit our members' ability to gain scope and scale or to meaningfully participate in the incentive auction. Many of our members have successfully used consortium bidding in the past to win spectrum at auction in order to build robust networks and deploy mobile broadband in rural and hard reach parts of the country. Past auction experience confirms that joint bidding arrangements can enhance auction revenues and encourage participation by large and small companies alike, benefiting consumers and competition, and increasing broadband deployment throughout the United States."
