William-Kenmore intersection to close

May 29, 2010 (The Free Lance-Star - McClatchy-Tribune Information Services via COMTEX) -- The intersection of Kenmore Avenue and William Street will close to all traffic for nearly two weeks starting Tuesday, as construction crews dig down to perform sewer work under the street.

The intersection will close starting at around 9 a.m. on Tuesday. It will remain closed at all hours until Friday, June 11.

Drivers should use Hanover, Littlepage and other nearby streets to get around this work.

Public Works Director Doug Fawcett said the portion of Kenmore between Hanover and William streets will continue to be a staging area for construction equipment, and will remain closed to traffic for a while longer.

Crews from contractor W.C. Spratt will be digging under the road to replace the sanitary sewer line under the Kenmore-William intersection.

This is part of a project that began in September to replace the sewer line that runs under Kenmore Avenue from Lafayette Boulevard, across William Street, to Sylvania Avenue. The workers have one more block to go after the William Street intersection.

The work is part of a $10.4 million sewer project that includes five separate projects around the city, for which Fredericksburg entered a public/private partnership with W.C. Spratt a few years ago.

Spratt is almost 90 percent complete with all of the work on this contract.

Because the work was contracted through a public-private partnership, the city has a guaranteed maximum price of $10.4 million. That means that the delays that the Kenmore sewer work has seen due to bad weather and unforeseen problems underground won't add to the anticipated cost of the project.

When work began in September, for example, crews were hoping to be through the intersection of William and Kenmore by December.

Those delays could mean, however, that the city will end up spending contingencies within that $10.4 million figure that it might otherwise have saved if everything had gone as planned.
