"We have always considered 9-1-1 essential to the delivery of wholesale VoIP services and have been actively engaged in reviewing and testing the best solutions available," announced David S. Clark, CommPartners' president and CEO this morning through a news release about the company teaming with Intrado Inc. in order to comply with a recent Federal Communications Commission (FCC) ruling. The FCC had mandated that all VoIP providers interconnected to the public switched telephone network provide E911 with their consumer VoIP offerings by the end of November.

CommPartners, an IP-based network operator and telephony services and systems provider tapped Intrado for its V9-1-1 Mobility Service. "Intrado's V9-1-1 Mobility Service enables us to meet our branded and carrier origination services customers' 9-1-1 needs quickly and cost effectively," added Clark.

According to the news release, "the nation's 9-1-1 network consists of more than 700 dedicated 9-1-1 selective routers serving over 8,000 public safety answering points, each with varying degrees of technical sophistication and varying means of accommodating 9-1-1 calls from IP Telephony users." Intrado's V9-1-1 Mobility Service allows VoIP providers to navigate this environment to deliver their subscribers' 9-1-1 calls to the correct public safety answering point (PSAP). The V9-1-1 Mobility Service is used to determine routing alternatives based on applicable regulatory and 9-1-1 network access requirements in order to enable retail and wholesale VoIP providers to deliver 9-1-1 access to its subscribers.

"Our V9-1-1 Mobility Service allows VoIP innovators like CommPartners to reduce the complexity associated with the delivery of comprehensive 9-1-1 service to their customers," said Stephen Meer, Intrado CTO and co-founder.

Intrado currently has partnerships with VoIP provider Vonage Holdings Corp. and USA Datanet, in addition to other telecom carriers and cable operators.

The company also recently announced it deployed a new infrastructure to enable VoIP Service Providers (VSPs) to provide E911 service for their subscribers throughout New York City. The Longmont, CO-based company worked closely with city officials and local 911 service provider Verizon to complete the deployment. The company described the deployment as the first of its kind to define a VoIP Positioning Center (VPC) implementation model that can help VSPs meet the FCC's pending deadlines. According to the company's announcement, the V9-1-1 Mobility Service, Intrado's VPC offering, allows VoIP providers to route their subscribers' 9-1-1 calls into the dedicated wireline E911 network.
