Barry Volin Named Executive Vice President of Medicare and Operations for Health Partners Plans


Barry Volin, a veteran in the managed care industry, has joined Health Partners Plans (HPP) as Executive Vice President of Medicare and Operations, reporting to President and Chief Executive Officer William S. George.

Volin will be responsible for the development, execution and management of policies, procedures and operational initiatives supporting HPP's Medicare line of business. He will also ensure that operational areas across all lines of business, including claims processing, call centers and enrollment for Medicare, Medicaid and CHIP, are operating at optimal levels of performance and efficiency. Maintaining high levels of member and provider satisfaction and engagement will be top priorities.

Volin brings almost 24 years of managed care operations and leadership experience to HPP. He has a proven track record in a wide array of specialties, including strategy and infrastructure development, care model implementation, marketplace assessment and the development of departmental performance metrics and business process improvement initiatives. Over the course of his career, Volin also acquired extensive experience in managed care operations assessment and improvement.

Volin previously served as partner at WeiserMazars LLC, where he provided managed care consulting services to a broad range of clients. During his career, he has also served as chief executive officer of Aetna Better Health NJ and chief executive officer of Centers Plan for Healthy Living in New York. Most recently, Volin provided HPP with consulting services through BV Consulting LLC.

Volin received his Bachelor of Arts in psychology from Long Island University before earning a Master of Public Administration, also from Long Island University. He has received the Boro President's Special Award for Community Care and IPRO award for Healthcare Quality. Volin's writings on managed care have been published in HFMA Focus and Medical Interface.
