Leopold has more than two decades of experience providing legal counsel to both U.S. and foreign businesses, health care institutions, law firms, religious institutions, nonprofits and other entities on an array of issues related to U.S. immigration, visa and citizenship law. He previously served as President and General Counsel of the Washington, D.C.-based American Immigration Lawyers Association, the premier bar association for immigration lawyers and professors in the U.S. and as Director of the Immigration Curriculum at the Case Western Reserve University School of Law and Adjunct Professor of Immigration Law at Cleveland State University.

"There is perhaps a no more dynamic voice on immigration than David's," said Ulmer Cleveland Partner-In-Charge, Patricia A. Shlonsky. "His immigration law experience and insight is second to none, and at a time when the conversation around immigration in this country is as heated and uncertain as ever, David is a tremendous asset to our clients and their employees who must navigate the complex U.S. immigration processes."

Since 1993, as Founder and Principal Attorney at David Wolfe Leopold & Associates, Leopold has built a sterling reputation as not only the nation's preeminent immigration law practitioner, but as one of the country's most respected immigration reform advocates, speakers and writers. His opinions and analyses on cutting-edge immigration issues regularly appear in major media outlets, including The New York Times, The Washington Post, The Los Angeles Times, CNN, MSNBC, FOX News, BBC and CGTV. He frequently lectures on immigration law and policy throughout the U.S.

Leopold concentrates much of his practice on employment-based visas for highly skilled foreign workers, including corporate managers and executives, engineers, computer professionals, artists and entertainers, physicians, scientists and others. He also handles alien employment certification from the U.S. Department of Labor as well as waivers of the two-year foreign residence requirement for foreign physicians. Additionally, Leopold defends businesses from charges of knowingly employing unauthorized workers, and guides his clients through complex deportation matters, including administrative trials and appeals and federal court litigation.

"David is a tremendous resource for our business and nonprofit clients," said Peter Rome, Chair of Ulmer's Business Department. "He helps leading institutions and companies attract, protect and retain their greatest assets - their employees. Whether it's developing strategies for businesses seeking to hire and retain foreign professionals, or reducing immigration risks when employees travel or work abroad, David is integral in helping clients successfully manage global workforces and achieve their goals."

"I am excited to join Ulmer, a firm with the resources and depth necessary to continue to offer my clients the personalized service they've come to expect, and grow my practice," said Leopold. "I take my role as an advocate for immigrants' rights very seriously, and am committed to working with businesses to develop a dynamic and diverse workforce that includes talented professionals from across the globe."

Leopold earned his B.A. in Economics from the University of Michigan and his J.D. from Case Western Reserve University School of Law.

Ulmer's immigration lawyers offer employers cost-effective and time sensitive counsel relating to integrated solutions for immigration and employment problems. The firm's core philosophy is to provide comprehensive services for all immigration matters rather than viewing each matter as a separate problem. Services include: assisting employers in tracking petitions and applications through government agencies; advising employers as to future cost-effective strategies; providing corporate and HR planning for future immigration needs; and, in the case of multinational employers, assisting in the transfer of key employees between the U.S. and affiliated employers in other countries.
