Strategic Partnership to Improve Overall Delivery of Medicaid Managed Care in NC

Cardinal Innovations Healthcare and Trillium Health Resources have reached a significant milestone in an innovative Information Technology partnership, successfully bringing Trillium onto Cardinal Innovations' integrated business platform, Cardinal Innovations (CI) Enterprise. Managed care organizations East Carolina Behavioral Health and CoastalCare consolidated to create Trillium in early July. Cardinal Innovations Healthcare's strategic partnership with newly formed Trillium Health Resources has contributed to a smooth and stable transition for providers, employees and, most importantly, Trillium's members. Thirty five percent of North Carolina's Medicaid enrollees seeking behavioral health and Intellectual/developmental disabilities (IDD) services are now supported by Cardinal Innovations' technology platform.

"Business systems are the backbone of any managed care organization. With better systems, we have better data, better services and better outcomes for the individuals and families we serve," said Leza Wainwright, Trillium's Chief Executive Officer. "In a short four month period, we transitioned to Cardinal Innovations' CI system at the same time we were managing the final stage of the ECBH/CoastalCare consolidation. Teams from all three organizations collaborated, cooperated and focused on overall project success. The successful transition to Cardinal Innovations' CI Enterprise is proving to be one more step in the maturing of North Caolina's public managed care system. Trillium is now using a cutting edge, integrated platform that meets the unique needs of North Carolina's managed care environment and is easily expandable to meet the changing needs of consumers and providers in the future."

Trillium and Cardinal Innovations are North Carolina's two largest managed care organizations (MCOs), overseeing access and management of Medicaid and state-funded services for special populations. Together, they cover 40 percent of North Carolina's 100 counties.

"DMH/DD/SA applauds the vision and proactive planning of Cardinal Innovations and Trillium resulting in this significant step forward bringing cutting edge technology to the business practices of North Carolina's LME-MCO network," said Dale Armstrong, Deputy Secretary of Behavioral Health and Developmental Disability Services for the North Carolina Department of Health and Human Services. "The development and implementation of integrated business platforms have proven to be a critical underpinning of managed care organizations across the nation. This successful integration between Cardinal Innovations and Trillium further demonstrates the successful transition to the LME-MCO system within North Carolina."

Cardinal Innovations offers unsurpassed state-of-the-art architecture, business systems and technical expertise for North Carolina's Medicaid managed care market. Cardinal Innovations developed CI Enterprise to bring a total business solution and provide full managed-care functionality. Over the past 10 years, Cardinal Innovations has developed systems and processes that have resulted in timely and accurate claims processing, the highest degree of security over protected health information and an architecture that is scalable and easily expandable.

"The strength created through our IT partnership with Trillium provides both our organizations with strategic advantages," said Cardinal Innovations Chief Executive Officer Richard Topping. "The success of an endeavor of this scope and complexity, across a large geographic area and consumer population, demonstrates the flexibility, capacity and capability of our teams and the system. Leveraging a single technology platform has eased many of the most challenging issues associated with MCO consolidation. Our partnership strengthens our combined ability to perform in the health care marketplace of the future and allows us to focus our efforts on meeting the needs of the individuals and families that we serve."
