NEC Announces Western Identification Network (WIN) System Acceptance


IRVING, Texas --(Business Wire)--

NEC (News - Alert) Corporation of America (NEC), a leading technology integrator of advanced IT, networking, communications, and multimodal biometric solutions, today announced that its Integra-ID5™ Multimodal Biometric Identification System (MBIS) solution was accepted by the Western Identification Network (WIN), a consortium of western U.S. state and local law enforcement agencies. The contract for the implementation of this system was awarded to NEC in October, 2011. This acceptance follows several phases of testing including Factory Acceptance Test, System Acceptance Test at each of the eight WIN Member States, and a User Acceptance Test.

The WIN network consists of a shared MBIS processing service bureau that provides the ability to search the criminal and civil biometrics records of its member agencies, including interfaces to other neighboring states, and agencies.

NEC delivered this new upgrade to WIN as a service whereby NEC hosts and manages the WIN solution at its data centers. Among services provided during implementation:

  • Data migration and conversion including de-duplication of 18 million tenprint records and search of all unknown latent images. The data conversion process also included the searching of 41,000 unknown latent images, resulting in 208 latent hits.
  • Incorporation of several new technologies to improve accuracy, reliability and availability. Foremost is the use of multiple algorithms and multiple encoding (each record was encoded multiple times, utilizing a variety of algorithms, resulting in a dataset optimized for accuracy) and secondary fusion matching to improve accuracy and enhance crime labs productivity.
  • Customized workflow and Computerized Criminal History (CCH (News - Alert)) file interface for each of the eight member states, with support for hundreds of submitting livescans - all within a secure framework, shared matching, archive and MBIS disaster recovery services.
  • A shared interface to the FBI's Next Generation Identification system over the CJIS WAN.
  • An Active/Active Disaster Recovery system, allowing for continued operations if a disaster strikes. During Site Acceptance Trials, a simulated transition from primary to disaster recovery system took ess than 1 hour.
  • New Latent Case Management System (LCMS) where all latent images and transactions are stored in new FBI EBTS/EFS (Extended Feature Set) Full annotation, Type 9 format.
  • An integrated NIST Archive repository with web-based client access that retains all registered and transactional data in standards based FBI EBTS format.

NEC is providing this capability to WIN via Identity as a Service (IDaaS), thereby eliminating the need for upfront capital expenditure. The solution is entirely owned and managed by NEC and is hosted in NEC data centers.
