This bulletin is intended to bring school districts current information regarding aspects of the new evaluation and implementation requirements.



Educator Evaluation Data (Action Required) All school districts must submit educator performance data to the Office of Superintendent of Public Instruction (OSPI) by November 3, 2014. The collection is required annually as a result of E2SSB 6696 (2010), ESSB 5895 (2012), and by the U.S. Department of Education as part of the EDFacts requirements for file N166. Data is submitted through OSPI's Education Data System titled School Employee Evaluation Survey (SEES). Each district will provide 2013-14 evaluation data for all educator categories (superintendent, classified staff, administrators, teachers and other certificated staff) and summarize by the applicable performance rating (either Unsatisfactory / Satisfactory or Unsatisfactory / Basic / Proficient / Distinguished). Teacher data is aggregated by school and rating; others are aggregated by district and rating.


The survey will open October 1, 2014 and close November 3, 2014. Each school district's Data Security Manager assigns the SEES survey task. HR Directors should assure that the task is assigned to an employee with access to the appropriate information.

Evaluator Training By September 1, 2014, OSPI will distribute to district superintendents information about principal attendance at state-supported evaluator training during the 2013-14 school year. Districts should retain this information as another piece of documentation regarding the training of evaluators.

A statewide calendar of no-cost evaluator trainings sponsored by OSPI can be viewed at http://tpep-wa.org/trainingpd/find-a-training/. Districts may also contract with the framework authors or with Washington framework specialists to provide on-site training; view the list of approved framework specialists at http://tpep-wa.org/trainingpd/tpep-training-providers/.

Newly-hired evaluators can also access training via the opportunities below: * Various Educational Service Districts (ESDs) will offer Stage 1 instructional framework introductions in the early fall to accommodate any principals or assistant principals new to your district.

* The Washington State Leadership Academy (WSLA) will offer two-day introductions to the AWSP Leadership Framework.

Learning Sciences International completed an introduction training on the Marzano Leadership Framework in June 2014. No additional Stage 1 trainings are available for the Marzano Leadership Framework during 2014-15 school year.

Teacher Training (Action Required) The 2014 Legislature appropriated $5 million "solely for the provision of training for teachers in the performance-based teacher principal evaluation program." Each school district can review its allocation here: http://tpep-wa.org/teacher-training-maximum-allocations/.

School districts will submit plans for spending their allocation in an iGrants application (Form Package 664) which will open August 1, 2014 and close October 30, 2014. Applications will be reviewed as they are received by OSPI. The grant funds approved teacher training activities occurring between July 1, 2014 and June 30, 2015.

Allowable expenses for 2014-15 Teacher Training Fund include: * Release time and travel expenses for teachers to attend ESD-sponsored teacher trainings related to the implementation of the district's TPEP teacher training plan.

* Stipends, substitute pay or curriculum-rate pay for teachers to attend trainings related to the implementation of the district's TPEP teacher training plan.

* Expenses related to framework or student growth introductions for new teachers or those transitioning to the revised system.

* Consulting contracts with the instructional framework authors, ESDs, or framework trainers listed as TPEP Training Providers on the TPEP website.

* Copy and supply expenses to support local trainings for teachers.

* Print publications from the instructional framework authors for teachers to gain a deep understanding of the framework and its application in the revised evaluation system.

Possible scenarios: * District hosts a series of voluntary sessions on evidence gathering or formative assessment.

* District offers after school or Saturday sessions aimed at specific topics such as "Introduction to Focused Evaluation" or "Student Measures in the Arts" and teachers submit that time on TRI (Time, Responsibility and Incentive) forms.

* Districts participating in ESD work related to TPEP/CCSS coherence offers sessions for teachers based on information gleaned in regional work.

* A group of teachers on comprehensive evaluation meet monthly to discuss various aspects of the process, share successes, and address common challenges.

* District plans and facilitates three release days for professional development, spaced throughout the year, and offered to all teachers who have transitioned to the revised process.

* District training focuses on a subset of teachers with particular needs, such as provisional teachers or those selecting a focus on Criterion 8.

* Team of teachers attends ESD open-enrollment learning opportunities focused on learning the instructional framework, the revised evaluation process, or measures of student growth.

* School hosts a day in August to review the framework and select areas of school-wide focus based on school improvement plan.

* Teachers meet in study groups regularly through the year--by grade level or content area--to discuss student growth goal setting, performance measures, and plan for collaborative monitoring.

* School or district sponsors book study for a group of teachers collaborating to learn more about a specific topic for focused evaluations.

Excluded expenses: * Purchase of equipment or technology support.

* Purchase of curriculum or assessment materials, videos, DVDs, electronic licenses or software.

* Out of district travel, except to attend ESD-sponsored regional events.

* Consulting contracts, except with the instructional framework authors, ESDs, or framework trainers listed as TPEP Training Providers on the TPEP website.

* Expenses prior to July 1, 2014 or after June 30, 2015.

eVAL Management Tool Enhancements eVAL has added more than one hundred teaching segments to its video library. One tool creates a collaborative scoring environment that allows administrators to watch a video, share their notes, and compare their scoring in a practice environment. The second tool provides a collaborative space for teachers to view a teaching segment, share their perspectives on what was observed and consider implications for their own practice.

Minor Modifications to the Frameworks The structure and text of the adopted frameworks and rubrics may only be changed by OSPI. To meet the requirements of RCW 28A.405.100 (Sec. 1)(2)(e), the TPEP Steering Committee has created a process for approving local requests for minor modifications or adaptations. Districts or consortia of districts may apply to make changes that would become effective in the 2015-16 school year.

School districts already have latitude to add possible teacher observables and possible student observables to the CEL 5D+ rubric, critical attributes to the Danielson Framework for Teaching, and possible teacher evidence and possible student evidence to the Marzano Teacher Evaluation Model. The implications of more substantial changes should be carefully considered.
