FERC Issues Order Approving As-built Exhibits A and F re Georgia Power Company Under P-2177


(Targeted News Service Via Acquire Media NewsEdge) WASHINGTON, May 7 -- The U.S. Department of Energy's Federal Energy Regulatory Commission issued the text of the following delegated order: Georgia Power Company Project No. 2177-095 ORDER APPROVING AS-BUILT EXHIBITS A AND F (Issued May7, 2014) 1. On January 28, 2014, Georgia Power Company, licensee for the Middle Chattahoochee Project No. 2177, filed as-built Exhibits A and F to reflect the construction of the tailrace weir at the North Highlands Development. The Middle Chattahoochee Project consists of three hydropower developments - Goat Rock, Oliver, and North Highlands, and is located on the Chattahoochee River in Harris and Muscogee Counties, Georgia, and Lee and Russell Counties, Alabama.



Background 2. The licensee filed the as-built exhibitsas required by an October 1, 2012 Order Amending License. The order approved the construction of a weir in the North Highlands Development tailrace to support the tailwater elevation required for continued operation of the project. Ordering paragraph (E) required the licensee to file revised Exhibits A,Fand G, as appropriate, describing the project facilities as-built.

Licensee's Filing 3. The licensee filed an as-built Exhibit A and an as-built Exhibit F-7 drawing. The licensee did not file a revised Exhibit G drawing, because it was approved in the October 12, 2012 Order. The as-built Exhibit A includes a description of the tailrace weir and conforms to the Commission's regulations, and is approved in ordering paragraph (A), superseding the existing Exhibit A. The Exhibit F drawing depicts the tailrace weir and complies with the Commission's rules and regulations, and is approved in ordering paragraph (B). The licensee is required to file it in aperture card and electronic formats as shown in ordering paragraph (C).


The Director orders: (A) The Exhibit A, filed on January 28, 2014, for the Middle Chattahoochee Project No. 2177, superseding the previous Exhibit A,is approved and made part of the license.

(B) The following Exhibit F drawing, filed onJanuary 28, 2014, conforms to the Commission's rules and regulations, and is approved and made part of the license: Click here to view table: http://elibrary.ferc.gov/idmws/common/opennat.asp?fileID=13538976 (C) Within 45 days of the date of issuance of this order, the licensee shall file the approved exhibit drawing in aperture card and electronic file formats.

a) Three sets of the approved exhibit drawing shall be reproduced on silver or gelatin 35mm microfilm. All microfilm shall be mounted on type D (3-1/4" x 7-3/8") aperture cards. Prior to microfilming, the FERC Project-Drawing Number (i.e., P-2177-1028) shall be shown in the margin below the title block of the approved drawing. After mounting, the FERC Drawing Number shall be typed on the upper right corner of each aperture card. Additionally, the Project Number, FERC Exhibit (i.e., F-7), Drawing Title, and date of this order shall be typed on the upper left corner of each aperture card (See Figure 1).

Sample Aperture Card Format Two of the sets of aperture cards shall be filed with the Secretary of the Commission, ATTN: OEP/DHAC. The third set shall be filed with the Commission's Division of Dam Safety and Inspections Atlanta Regional Office.

b) The licensee shall file two separate sets of exhibit drawing in electronic raster format with the Secretary of the Commission, ATTN: OEP/DHAC. A third set shall be filed with the Commission's Division of Dam Safety and Inspections Atlanta Regional Office. Exhibit F drawings must be segregated from other project exhibits, and identified as (CEII) material under 18 CFR section388.113(c).Each drawing must be a separate electronic file, and the file name shall include: FERC Project-Drawing Number, FERC Exhibit, Drawing Title, date of this order, and file extension in the following format [P-2177-1028, F-7, North Highlands Dam - General Plan, Elevation, & Typical Sections of Dam, MM-DD-YYYY.TIF]. Electronic drawings shall meet the following format specification: IMAGERY - black & white raster file FILE TYPE - Tagged Image File Format, (TIFF) CCITT Group 4 RESOLUTION - 300 dpi desired, (200 dpi min) DRAWING SIZE FORMAT - 24" x 36" (min), 28" x 40" (max) FILE SIZE - less than 1 MB desired (D) This order constitutes final agency action. Any party may file a request for rehearing of this order within 30 days from the date of its issuance, as provided in section 313(a) of the Federal Power Act, 16 U.S.C. section 825l (2012), and the Commission's regulationsat18 C.F.R. section 385.713 (2013). The filing of a request for rehearing does not operate as a stay of the effective date of this order, or of any other date specified in this order.The licensee's failure to file a request for rehearing shall constitute acceptance of this order.
