Network Issues to be Resolved at the Legislature


(Targeted News Service Via Acquire Media NewsEdge) CHARLOTTE AMALIE, Virgin Islands, April 23 -- The U.S. Virgin Islands legislature issued the following news release: The Legislature has been experiencing network issues since Friday halting the staff's ability to update the website, access server documents, and log on to the internet.



Emanuel "Robby" O'Neal, Management Informations Systems (MIS) Director at the Legislature, explained in a report Wednesday that the recent power outages in conjunction with the institution's current transition to a new service provider were just part of the reason for the body's technical challenges.

"The initial source of the problem seemed to be caused by power outages and surges," explained O'Neal. "As we have been working on transferring to our new service provider, unfortunately some of the equipment was not plugged into UPS systems. This caused some problems with the new equipment which did not properly reboot when power was restored or during the transition from power to generator and back." he said.


MIS transferred all users back to their old service provider that existed on the UPS system hoping that it would resolve the issue and reinstate regular service by mid day Friday, as they continued to work on the transfer once the new systems were properly rebooted.

Upon returning to work after the holiday however, MIS was faced with the same issue. After switching to the old service provider, for a second time, the department found that it was not aligned with the UPS system as they had previously believed.

Other issues continued to arise, O'Neal said. Some employees could not access drive mappings, others could not print, and others still could not access the network. Additionally there was difficulty accessing the internet.

"This prompted me to call our providers who both said they had no problems on there end, prompting us to reexamine our problem," O'Neal continued.

"As the issues got worse we worked on keeping everyone functioning as best as possible while still trying to resolve the cause of the problems. Between yesterday and today we determined the cause to be some sort of failure with our main server, the domain controller. This server is the heart of everything it is responsible for all internal communications of all our systems (DNS, DHCP, AD). The domain controller runs Active Directory which handles our security and user logins and account verification," he said.

MIS began the work of creating a replacement server while maintaining some function. As of Wednesday evening, the replacement server is functional and services should be fully transferred and back to normal before the weekend, O'Neal said.

"Again we believe this to be the problem and hope that by replacing the failing server we will return services to normal and complete our transition to our new service provider."
