CityCell tries again for GSM permission [TeleGeography CommsUpdate]

(TeleGeography CommsUpdate Via Acquire Media NewsEdge) Bangladeshi CDMA mobile operator CityCell has once again applied to the Bangladesh Telecommunication Regulatory Commission (BTRC) to begin implementing GSM-based services, the Financial Express reports. The cellco, part-owned by Singapore Telecom (SingTel), is also seeking an additional wireless frequency allocation necessary for adequate GSM network operations. TeleGeography's GlobalComms Database says that in a previous application in 2012, CityCell requested 5MHz of wireless spectrum in the 1800MHz band which it valued at USD90 million. However, CityCell's requests for permission to migrate to GSM alongside spectrum additions have been refused by the regulator mainly because its shortage of financing has seen it fall into arrears with the payment of licensing and other regulatory fees. As reported by CommsUpdate in February, the BTRC served notice on CityCell threatening to cancel its operating licence as it continues to withhold dues of more than BDT2.55 billion (USD32.2 million).
