FERC Issues Order Approving As-Built Exhibits Re PUD No. 1 Of Chelan County's Rock Island Project Under P-943(Targeted News Service Via Acquire Media NewsEdge) WASHINGTON, Oct. 17 -- The U.S. Department of Energy's Federal Energy Regulatory Commission issued the text of the following delegated order: PUD No. 1 of Chelan County Project No. 943-121 ORDER APPROVING AS-BUILT EXHIBITS (Issued October 17, 2013) 1. On August 27, 2013, PUD No. 1 of Chelan County (Chelan), licensee for the Rock Island Project (FERC No. 943), filed six as-built exhibit L drawings for the left and right bank fishway facilities. The project is located on the Columbia River, near Wenatchee, Washington, in Douglas and Chelan counties, and occupies federal lands. Background 2. Chelan is requesting approval to include as-built exhibit drawings for the left bank and right bank fishways into the license. The fishways are part of the project features as briefly described in ordering paragraph (B)(2) of the license. Although the exhibits were not approved when the license was issued, Chelan is requesting they be assigned drawing numbers at this time. In addition, for sequential numbering purposes, the licensee is requesting that existing Exhibit L-15, which represents a conceptual plan for the left bank fishway turbine, be re-designated as Exhibit L-19. Addition of the turbine was approved in a 2002 license amendment, but remains unconstructed at this time. Review 3. Commission staff reviewed as-built exhibit L drawings for the left and right bank fishway facilities and note they have been in service for many years. Subsequently, this order approves the drawings and assigns drawing numbers. In addition, this order re-labels the Left Bank Fishway Turbine-Conceptual Layout as Exhibit L-19 and assigns a new drawing number. The Director orders: (A) Exhibit L-15, approved on March 14, 2002, is assigned to Exhibit L-19, and re-numbered as FERC Drawing No. P-943-307. Drawing No. 943-268 is removed from the license. (B) The following as-built exhibit drawings, filed with the Commission on August 27, 2013, are approved and made a part of the license. Exhibit No. FERC Drawing No. Superseded Drawing No. Drawing Title L-11 943-301 - Left Bank Fishway Sheet 1 of 2 L-12 943-302 - Left Bank Fishway Sheet 2 of 2 L-15 943-303 - Right Bank Fish Facilities Sheet 1 of 4 L-16 943-304 - Right Bank Fish Facilities Sheet 2 of 4 L-17 943-305 - Right Bank Fish Facilities Sheet 3 of 4 L-18 943-306 - Right Bank Fish Facilities Sheet 4 of 4 (C) Within forty-five days of the date of issuance of this order, the licensee must file the re-numbered Exhibit L drawing in ordering paragraph (A), and approved exhibit drawings in ordering paragraph (B) in aperture card and electronic file formats. a) Three sets of the approved exhibit drawing must be reproduced on silver or gelatin 35mm microfilm. All microfilm must be mounted on type D (3 1/4" X 7-3/8") aperture cards. Prior to microfilming, the FERC Project Drawing Number (i.e., P-943-301) must be shown in the margin below the title block of the approved drawing. After mounting, the FERC Drawing Number must be typed on the upper right corner of each aperture card. Additionally, the Project Number, FERC Exhibit (i.e., L-11), Drawing Title, and date of this order must be typed on the upper left corner of each aperture card. See Figure 1. Figure 1 Sample Aperture Card Format Two of the sets of aperture cards must be filed with the Secretary of the Commission, ATTN: OEP/DHAC. The third set must be filed with the Commission's Division of Dam Safety and Inspections Portland Regional Office. b) The licensee must file two separate sets of the exhibit drawing in electronic raster format with the Secretary of the Commission, ATTN: OEP/DHAC. The Exhibit L drawings must be identified as (CEII) material under 18 CFR section388.113(c). Each drawing must be a separate electronic file, and the file name must include: FERC Project Drawing Number, FERC Exhibit, Drawing Title, date of this order, and file extension [i.e., P 943 301, L 11, Left Bank Fishway Sheet 1 of 2, MM-DD YYYY.TIF]. Electronic drawings must meet the following format specification: IMAGERY - black & white raster file FILE TYPE - Tagged Image File Format, (TIFF) CCITT Group 4 RESOLUTION - 300 dpi desired, (200 dpi min.) DRAWING SIZE FORMAT - 24" X 36" (min), 28" X 40" (max) FILE SIZE - less than 1 MB desired (D) This order constitutes final agency action. Any party may file a request for rehearing of this order within thirty days from the date of its issuance, as provided in section 313(a) of the FPA, 16 U.S.C. section 825l (2012), and the Commission's regulations at 18 C.F.R. section 385.713 (2013). The filing of a request for rehearing does not operate as a stay of the effective date of this order, or of any other date specified in this order.
