2 overnight police chases in Yuba City end in arrests


Jun 12, 2013 (Appeal-Democrat - McClatchy-Tribune Information Services via COMTEX) -- Yuba City police ended two car chases a few hours apart when they intentionally rammed both vehicles off the roadway.

Police chased a drunken 13-year-old boy in a compact coupe around 10:15 p.m. Tuesday from Franklin and Plumas streets to Plumas and B streets, Lt. Tom Tappe said.

Tappe said the teenager climbed into the back seat while the vehicle was moving during the chase and 35-year-old Benjamin Mendez took the wheel.

Mendez was also intoxicated, police said.

Officers executed a "precision immobilization technique" or "PIT maneuver" to the stop the vehicle.

The pursuit-ending tactic involves an officer clipping the rear of a fleeing vehicle with the front of a police car, which forces the getaway car to fishtail and stop, according to authorities.

No one was injured and both Mendez and the teenager were arrested, Tappe said.

The 13-year-old was booked into Bi-County Juvenile Hall.

Mendez was booked into the Sutter County Jail on possible misdemeanor counts of evading police and DUI.

He was released a short time later and ordered to appear July 15 for arraignment in Sutter County Superior Court, authorities said.

The nature of the relationship between Mendez and the 13-year-old was not clear on Wednesday.

Officers used the same "PIT maneuver" to stop another vehicle a few hours later on Wednesday morning, the Sutter County Sheriff's Department reported.

"The pickup truck involved in that incident turned out to be an unreported stolen vehicle," Capt. Lewis McElfresh said.


Terrell Alexander Rice, 28, was arrested after the 8-minute chase, which reached speeds of 70 mph along Franklin Avenue in Yuba City.

A sheriff's deputy tried to stop the 1994 Dodge Ram pickup at 1:34 a.m. around Franklin and Walton avenues.

"The chase went all over the place," McElfresh said.

Yuba City police took over the pursuit at 1:42 a.m. and knocked the stolen truck off the roadway.

No one was injured.

Rice, a parolee, was booked into the Sutter County Jail without bail on suspicion of evading police and vehicle theft.
