Dr. David McClure Receives John J. Franke Award from ACT-IAC


CAMBRIDGE, Md. --(Business Wire)--

The American Council for Technology and Industry Advisory Council (ACT-IAC (News - Alert)) presented the 2013 John J. Franke Award to Dr. David McClure, Associate Administrator of the Office of Citizen Services and Innovative Technologies (OCSIT) at the U.S. General Services Administration (GSA (News - Alert)). This award is bestowed annually at the Management of Change (MOC) training and education event to recognize extraordinary, long-term contributions to the federal government.

ACT President Darren Ash stated, "Dave has an incredible track record of getting people together and making good things happen. His experiences in and out of government have always been an example of public service. During his tenure at GSA, he has set a high standard for ensuring mission success across agencies."

Dr. McClure has served as Associate Administrator since August 2009. He has led the GSA into better service to the public through more open and transparent initiatives. Dr. McClure has been a consistent advocate for citizen services throughout his career, and has fostered colaboration within and between government and industry.

Prior to joining GSA, Dr. McClure served as an executive at Gartner (News - Alert) Inc., and the Council for Excellence in Government. In both roles, Dr. McClure has been an advocate for the use of information technology (IT) to improve the government operations.

Dr. McClure also served 18 years in the U.S. Government Accountability Office (GAO) where he was responsible for the review and analysis of IT systems across all government agencies. While in the GAO, he was an ex-officio member of the Chief Information Officers Council from its inception in 1996 until 2001. Throughout his public and private sector career, Dr. McClure has been an advocate for cooperation and collaboration.

John J. Franke was a long time senior executive who was committed to the idea of a government that truly and effectively serves the public. He believed in the importance of individuals and the value of investing in their growth. He was also a strong believer in collaboration and adherence to the highest professional standards at all times. He made a difference for the people who looked to public servants for help, and for the public servants with whom he worked.

Each year the ACT Executive Committee pays tribute to Mr. Franke by recognizing a current or former government executive who exemplifies the principles for which he stood. Past winners include: Lisa Schlosser (OMB), Dr. John Okay (USDA and GSA), Roger Baker (VA), Jim Williams (GSA), John Johnson (GSA), Karen Evans (OMB) and David Wennergren (DoD).
