[May 10, 2013] Child care discipline move gets 2 fired Tweet May 11, 2013 (Dayton Daily News - McClatchy-Tribune Information Services via COMTEX) -- WEST CARROLLTON -- A West Carrollton KinderCare worker who laid across a child on a cot at naptime and the administrator who took no action after learning about it have been fired, according to the Ohio Department of Job and Family Services. A complaint was lodged April 29 with ODJFS after an incident at the child-care facility at 410 S. Elm St. An ODJFS official also said Montgomery County Children Services has opened an investigation. "During inspection, it was determined that a child-care staff member had used inappropriate techniques when managing unacceptable behavior in children, in that the child was physically restrained on (their) cot," said the investigation report obtained by the Dayton Daily News. "Another staff member, who captured this incident on cell phone video tape, reported this incident to the center Administrator, who did not take action." The report did not name the fired employees nor the gender or identity of the child involved. The business' website lists Christine Estes as the center's director, but a woman who answered the phone Friday said Estes no longer works at the facility and that there was no second-in-command, either. Messages seeking comment left for KinderCare District Manager Sherlynn Mullen and West Carrollton police were not immediately returned. The allegation was that a staff member inappropriately held a preschool child down on their cot at nap time so the child would remain on the cot. It further said the person used a pillow and stopped only when the child stopped squirming. The ODJFS report found that a pillow was not used, but reiterated that child-care staff members are not to use physical restraints on a child outside of short period of time, such as a protective hug. The report asked that the facility to "submit a description of action taken to prevent this practice from reoccurring, which includes staff training regarding your compliant written discipline policy. Also submit to this office written statements from center staff that acknowledges an understanding of what specific methods and techniques are acceptable."
