A white helicopter then transported Benedict the 16th over the streets of Rome to the papal retreat at Castel Gondolfo south of the city.

At 2 p.m. eastern time, he will become the first pontiff in six centuries to resign.

When he officially retires to a life of prayer, Benedict's Swiss Guards will go inside the papal palace and go off duty.

The pope promised ``unconditional reverence and obedience'' to his successor in a speech to cardinals earlier today. (9) (Navy-Supply-Ships) (Audio: P02) Canada's parliamentary budget officer says there's a one-and-a-half billion dollar shortfall in the actual cost of the navy supply ship program.

Kevin Page says replacing the navy's two existing supply ships is expected to cost 4.13 billion dollars.

The federal government budgeted 2.6 billion for the beleaguered program, first proposed in the defence white paper of 1994. (9) (SCOC-Toronto-18) Canada's Supreme Court has declined to hear a sentence appeal from three members of the so-called Toronto 18 terrorist group.


The maximum sentence for ringleader Zakaria Amara had been upheld by Ontario's Court of Appeals, which also significantly increased the sentences of two co-conspirators.

The Supreme Court's decision not to hear the appeals means their sentences stand, including Amara's sentence of life in prison with no chance of parole for 10 years. (9) (Digital-Infrastructure) Wireless carriers can no longer install antennas or cell towers without notifying municipalities.

Bernard Lord of the Canadian Wireless Telecommunications Association says this will allow municipalities to give feedback on suggested locations.

In the past, large carriers like Rogers, Bell and Telus have received occasional complaints from local citizens over placement of towers and antenna systems. (9) (Spain-Beheading) (NOTE CONTENTS) A homeless Bulgarian man has been sentenced to 20 years in a psychiatric unit for beheading a British woman on a Spanish resort island.

The court on the Canary island of Tenerife also ordered 29-year-old Deyan Valentinov to pay the woman's daughters a total of 131-thousand dollars (U-S) in compensation.

Valentinov entered a store in 2011, grabbed a ham-slicing knife and repeatedly attacked Jennifer Mills-Westley before running into the street still holding her head.
