Man claiming to have Molotov cocktail arrested at CapitolMADISON, Jan 16, 2013 (Milwaukee Journal Sentinel - McClatchy-Tribune Information Services via COMTEX) -- Police partially evacuated one wing of the Capitol and arrested a 20-year-old Milwaukee man Tuesday after he made an Internet threat to bring a Molotov cocktail to the Capitol and then showed up there with bottles in his backpack. Capitol Police apprehended Kvon R. Smith in the Capitol rotunda, where he told police he had a Molotov cocktail in the backpack. Smith was charged last month in Dane County with resisting arrest. The backpack was taken outside to Wisconsin Ave., and the City of Madison Fire Department and the Dane County bomb squad were called in. A journalist for WISC-TV in Madison reported seeing bottles removed from the backpack by a bomb squad officer in a protective suit. Capitol Police evacuated the staff in offices facing Wisconsin Ave. as a precaution as the contents of the backpack were identified. Smith was in custody and charges are pending, according to an email sent by Mike Huebsch, secretary of the Department of Administration, which oversees the Capitol Police. Police partially evacuated the west wing, which includes the Assembly chamber, where Gov. Scott Walker gave his third annual "state of the state" address Tuesday night. There was no indication that Smith knew of the speech, however. Bolstered by extra officers from the State Patrol, Department of Natural Resources, Department of Justice and University of Wisconsin-Madison, the police closed the Capitol's Wisconsin Ave. entrance and roped off an area outside the west wing with police tape. Smith has made bizarre postings on social media and Facebook. A video posted with the phrase "Ha ha" on Smith's Facebook page at 3:30 a.m. Tuesday showed five liquor bottles. In the video, a man's voice can be heard saying, "So check it out. I made a few Molotov cocktails. I still have some stuff to add. . . . This is for today. We'll see what they'll have to say when I bring it to the Capitol." "If they want peace, bring it to Milwaukee. If they want peace, I want my money." About noon, Smith posted the following: "In memory of MLK Jr. Inshallah. Happy birthday." Inshallah is an Arabic phrase meaning, "God Willing." Smith was charged in Dane County Circuit Court on Dec. 18 with a felony count and a misdemeanor count of resisting an officer and a misdemeanor disorderly conduct count.
