Description: Tender are Invited For Intent to Award - Scientific Instrument: EMI Receiver/Signal Analyzer - ACAN Intent to Award - Scientific Instrument: EMI Receiver/Signal Analyzer UNIVERSITY OF WATERLOO - NOTICE OF INTENT TO AWARD A SINGLE SOURCE CONTRACT: Scientific Instrument: EMI Receiver/Signal Analyzer The University of Waterloo (UW) intends to award a single source contract to Agilent Technologies, of Mississauga, Ontario (Canada), for the purchase of a 26.5 Ghz (N9038A) EMI Receiver with related accessories. This is an advanced Notice indicating to the supplier community that UW intends to award a contract for these goods to a pre-identified supplier. If no other supplier submits, on or before the closing date of this notice, a statement of specifications that, at a minimum, equals or exceeds the stated requirements set out in this Notice, the competitive requirements of the University are considered to have been met. Following notification to any suppliers not successful in demonstrating that their statement of specifications meets the requirements set out in this Notice, the contract may then be awarded to the pre-identified supplier. If other potential suppliers submit statements of specifications during the fifteen calendar day posting period, and meet the requirements set out in this Notice, UW will proceed to a Request for Proposal process, in order to award the contract. SOLE SOURCE JUSTIFICATION: The N9038A MXE from Agilent Technologies provides a 26.5 GHz EMI Compliance receive test capability, as well as utilization for spectrum analysis for use in lab. This acquisition is made in concert with the Canadian Foundation for Innovation (CFI), and as such, any in kind discounts must comply with CFI guidelines. SPECIFICATIONS The EMI receiver/signal analyzer will be used in the Electrical and Computer Engineering lab for EMI compliance testing and for general purpose spectrum analysis measurements. The signal analyzer must have the following specifications, at a minimum: Signal Analysis 26.5 GHz spectrum analysis capability Phase Noise Analysis capability EMI receiver supports the latest CISPR 16-1-1 bandwidth All Digital IF to avoid IF overload Perform radiated and conducted emissions measurements Compare measured emissions to regulatory limits Application needs to run inside the signal analyser Peak, Quasi-Peak, EMI-Avg , RMS-Avg, Avg, Negative Peak, Normal, Sample Detectors Preamplifier that covers entire frequency range Preselector Noise Floor Extension (NFE) for improved DANL down to -168dBm Spectrogram capability Zone Span capability Trace Zoom Live Marker while scanning Visual limit fail Strip Chart Other Features SCPI remote user interface A three (3) year minimum warranty Lifetime software upgrades Phone consultation and onsite technical support Modular upgradable CPU for future needs Regional support to calibrate and maintain the receiver Process Suppliers who consider their equipment fully compliant and available may submit a statement of specifications, in writing, to the contact person identified in this Notice on or before the closing date of this Notice. The statement of specifications must unequivocally demonstrate how the supplier meets these advertised requirements.
