West Virginia to Implement OASIS Enterprise Resource Planning Solution


(Targeted News Service Via Acquire Media NewsEdge) CHARLESTON, W.Va., Dec. 14 -- The West Virginia State Treasurer issued the following news release: State government is now one step closer to putting its financial house under one roof.

On Monday, West Virginia Governor Earl Ray Tomblin joined Auditor Glen B. Gainer III and Treasurer John D. Perdue in signing an eight year, $98 million contract for the state's OASIS project (Our Advanced Solution with Integrated Systems). The foundation of OASIS is AMS AdvantageS, a built-for-government enterprise resource planning (ERP) solution developed by CGI Group Inc.

CGI's contract for the phased implementation of their software suite is valued at $84.6 million over eight years. The remaining $13.4 million will fund third party software licenses and maintenance.

OASIS will allow agencies to handle procurement logistics, financial management, treasury management and human resources/payroll with one integrated system.


"Effective, efficient government operations are necessary to achieve the stable financial status West Virginia has enjoyed in recent years," Governor Tomblin said, "OASIS brings the opportunity for significant advancement in financial management, government operations and human resources. This collaborative effort shall strengthen transparency in government for our citizens." Auditor Gainer highlights improvements in state bookkeeping, "For the first time in state history, every dollar that comes into government will be efficiently tracked within a single integrated system all the way through to its expenditure, furthering the state's commitment to transparency and accountability for the citizens of West Virginia." The OASIS system will provide state employees with access to streamlined processes and information for purchasing, fleet, accounts payable, project management, cash management, travel and warehouse inventory.

Treasurer Perdue noted, "We owe it to the taxpayers to operate state government as effectively as possible. This system uses new technology to provide improved resources for our cash management staff and other state employees. Vendors also have better access to bids and state contracts." In total, OASIS has been designed to meet 12,310 business and technical requirements.

At this time, a steering committee created by the legislature will begin working with the project board members and staff on implementation.

The steering committee includes appointees of the ERP Board (Governor, Auditor and Treasurer), Cabinet Secretaries of Administration, Health and Human Services, Revenue and Transportation, representatives from Higher Education and non-voting members representing the Senate, House of Delegates and public employees.

The OASIS phased implementation process is projected to be completed in 2014.
