Sh30 Million Mosop CDF Cash Spent On Bulls, GraderJul 27, 2011 (Nairobi Star/All Africa Global Media via COMTEX) -- THE Kenya Anti-Corruption Commission has been called in to investigate how Sh30 million belonging to Mosop CDF was spent. It is alleged part of the money was spent buying 24 bulls for celebrations in schools and the other a secondhand grader from China. The 24 bulls and several tonnes of rice were bought using the CDF money last year but there was no clear documentation. CDF officials are accused of contravening the provisions in the Public Procurement and Disposal Act by failing to adhere to tendering procedures. CDF officials travelled to Japan to buy the secondhand grader. It has been claimed the grader should not have cost more than Sh8 million. The grader was grounded a day after being commissioned by area MP David Koech. It remains parked outside the DO's office at Kabiyet. The Star established that the grader could not be registered for issuance of a number plate as it was procured unprocedurally. But Mosop CDF committee chairman Kibet Ngetich has said the procurement was done in the right way. He, however, confirmed the grader has been parked at the DO's office for more than four months. Mosop residents have written to KACC demanding that the purchase of the grader be investigated. "It's good if KACC comes in but I am not aware of any irregularities. However if they find any fault everyone will carry his own cross," said Ngetich on phone. He could not say, however, why KRA had not issued a registration number for the grader. The residents led by Barnabas Keter said roads in the area were in a pathetic state yet the CDF team had spent public money to buy a grader which cannot fix the roads. "They have to account for our money because the purchasers of the grader and the bulls just wanted to fleece Mosop residents," said Keter. |
