The court, however, rejected the plaintiff's demand that the results of the upper house election be annulled, saying it cannot determine that the Diet "went beyond the limits of its discretion" by not addressing the problem before the election.



---------- 11 security men die in militant attack in Pakistani tribal area ISLAMABAD - Eleven security men were killed in a coordinated attack by militants on five check posts in northwest Pakistan's tribal area overnight, a senior administration official said Friday.

Amjad Ali, the administrator in charge in the Mohmand Tribal Agency, said up to 150 Pakistani Taliban took part in the attacks in the Safi sub-district.


---------- Toshiba to outsource chip production to Samsung TOKYO - Toshiba Corp. will outsource its unprofitable business of producing semiconductors for digital home appliances to Samsung Electronics Co. of South Korea, company officials said Friday.

Toshiba plans to engage only in designing the system large-scale integration chips so it can concentrate resources on its memory chip business, which is seeing growing demand for use in smartphones, the officials said.

---------- Nov. global output down at Toyota, Hino but up at 6 others TOKYO - Japanese automakers have become more reliant on overseas markets as global production by the top eight makers in November showed an upward trend as a whole despite domestic sales declines at all of them, according to reports released by the eight Friday.

Worldwide production at six of the eight largest Japanese automakers increased in November, although industry leader Toyota Motor Corp. and its subsidiary Daihatsu Motor Co. posted declines.

---------- Gov't to study moving community facilities near Futenma: Maehara TOKYO - Foreign Minister Seiji Maehara on Friday reiterated his plan to consider relocating schools and hospitals near a key U.S. Marine base in Okinawa to remove the risk of crimes and accidents associated with the military facility, even though the idea has caused friction within the government.

Maehara, who visited Okinawa on Tuesday, said that if the Okinawa prefectural government requests the transfer of community facilities in the city of Ginowan near the U.S. Marine Corps' Futenma Air Station, the central government would study the idea.
