Seminar discusses organisation and development of financial services in postal sphere

On 24 October 2008 Uzbekiston Pochtasi (Uzbekistan Post) OJSC conducted a national scientific-practical seminar on the "organisation and development of financial services in postal sphere using information and communication technology". Among the participants were the representatives of the Uzbek Agency of Communication and Informatisation (UzACI), Scientific-Technical Association of Radio-Electronics and Communication, UzbekTelecom JSC, the Centre of Scientific-Technological and Marketing Studies, Tashkent University of Information Technology, the Centre for Preparation and Support of Young Programmers, and the branches and divisions of Uzbekiston Pochtasi OJSC. The seminar plays an important role in terms of the reflection on the achievements of postal service companies in the development of financial services using information and communication technology, and sharing experience. During the opening of the seminar the need was pointed out for wide use of the equipment that helps raise the sale, modernize and automate production processes, equipment that allows to raise the quality of the services provided and the efficiency of staff performance. Participants emphasized the need to intensify the efforts on integration of modern postal services. Reports were delivered by the experts of the Uzbekiston Pochtasi Open Joint-Stock Company, UzACI Agency, the Centre of Scientific-Technical and Marketing Studies, UzbekTelecom Joint-Stock Compan, eKarmon, and other companies and agencies. It was stressed that within the frames of the Programme "on modernization of the postal service network, integration and development of new types of services based on information and communication technology through 2010" approved by the Resolution of the Cabinet of Ministers of 19 May 2006 No. 128 a system of electronic money transfers (money order) was developed and integrated by Uzbekiston Pochtasi OJSC. The launch of the system helped improve the process of services provision on postal and money transfers, raise the quality and speed of money delivery on the territory of Uzbekistan, and increase the volume of the postal company's turnover. Thus, in 2006 the revenue received from the services of "electronic money transfers" made up 30.8 million soums, in 2007 the indicator grew to 82.3 million soums (up 3.5 times against 2006), and in the first nine months of 2008 to 165.2 million soums (up two times against 2007). The growth rate of the company's revenue from the services of electronic money remittances grew six times against 2006 level. Today 125 objects of postal services are involved in the system of electronic money transfers, which is almost five times higher than the 26 objects that were used for the purpose two years earlier. By the end of this year the system of electronic money transfers will be expanded further through the involvement of 100 more objects of postal services, which will expand the coverage of this service to all regions of the country. The agencies and divisions of Uzbekiston Pochtasi OJSC are integrating the services on the acceptance of payments through the UzbekTelecom JSC billing system. Efforts are given to develop electronic commerce, sale of goods and services to the population through online stores. During the seminar participants discussed current condition and analysed the integration of information and communication technology in the Uzbekiston Pochtasi OJSC and its divisions, the problems concerning the introduction of bachelor's programmes on provision postal services using information technology, launching the projects jointly with the TShTT, UzbekTelecom JSC, and Toshkent Pochtamti division on integration and development of the "Registration and tracking of receipt and delivery of international postal shipments" programme complex, development of corporate data transmission network at Uzbekiston Pochtasi, etc. Based on the results of the seminar and suggestions and comments made by the participants appropriate recommendations for action were worked out.
