CEDAR RAPIDS, Iowa --(Business Wire)-- Sept. 15, 2004 -- McLeodUSA Incorporated (Nasdaq:MCLD):

-- Local and Long Distance Services Now Installed in 1,901 Locations

-- Long Distance Only Service Being Provided to Over 3,440 Locations

-- Enhanced 800 Services Operational in Nearly 6,000 Locations

McLeodUSA Incorporated (Nasdaq:MCLD), one of the nation's largest independent competitive telecommunications services providers, announced today that it has been selected by American Business Communication to add local service to the multi-service, multi-year agreement it signed in 2003 with Regis Hair Salons, one of the country's largest hair care retailers.

McLeodUSA is now providing local and long distance services to Regis salons across its 25-state footprint. ABC, which is one of the leading full-service telecommunications management firms in the U.S., serves as the telecommunications management consultant for Regis. ABC and McLeodUSA are jointly managing the current local service conversion effort.

"We are very excited that Regis Hair Salons and ABC have selected McLeodUSA to provide local voice services, in addition to the previously awarded long distance and enhanced 800 services for Regis retail stores in our 25-state service area," said Chris A. Davis, Chairman and CEO of McLeodUSA. "We have worked closely with ABC to understand the communications requirements for Regis and, as a result, we have been able to continue to offer high quality, low-cost solutions to effectively meet those needs. ABC is a key opinion leader in the telecom industry with a nationally renowned reputation for working effectively with carriers and companies. We look forward to continuing to provide ABC and Regis with an excellent customer experience."

To date, nearly 6,000 Regis locations are operational on McLeodUSA enhanced 800-service, over 3,440 locations have the benefit of McLeodUSA long distance service and now 1,901 locations have purchased the Company's bundled local and long distance package. The Company expects to continue to add service locations as Regis expands its business in the future.

"After reviewing proposals from multiple telecommunications services providers, McLeodUSA stood out as the best choice to support Regis' telecom needs in these markets," said Nita Singh, CEO and President of ABC. "McLeodUSA's customer focus, commitment to high quality service, and overall value proposition were the key criteria that lead us to recommend McLeodUSA to Regis."

"Communication services are critical for the success of our business and securing high quality, reliable service are key elements in our decision," said Joel Wiens, Vice President, Information Technology, Regis Hair Salons. "We entrusted ABC to select high quality service carriers to design a solution that meets our requirements while lowering our cost."

With Preferred Advantage products and services, McLeodUSA offers customized bundled solutions at very competitive rates, all on one simple bill with no hidden charges or fine print.
