United States Postal Service and Access Indiana Offer Electronic Postmark for Indiana Driver Record Certification NEW YORK --(Business Wire)-- March 31, 2004 -- Indiana is First State to Utilize Postal Electronic Postmark in State Legal SystemAuthentiDate, Inc., a subsidiary of AuthentiDate Holding Corp. (NASDAQ:ADAT), announced today that the state of Indiana continues to lead the nation in its use of technology, thanks to a new solution that allows electronic records to be digitally signed, legally certified and delivered from the accessIndiana Web site. The Indiana Bureau of Motor Vehicles (BMV) is using the United States Postal Service(R) Electronic Postmark(R) (EPM) in conjunction with digital signature technology, to simplify the process of certifying driver records to be admitted as evidence in court proceedings. Indiana is the first state in the nation to offer the USPS EPM(R) service within the state court system. In recognition of the program, the Indiana BMV won the 2004 Digital Government Award for the most innovative pilot/prototype program or service. The annual award, presented by the Massachusetts Institute of Technology (MIT), a private research university, and sponsored by Accenture, a worldwide provider of consulting, technology services and outsourcing, recognizes technological innovations among federal, state and local government and higher education. Implementation of the USPS Electronic Postmark system is the result of a joint effort between the state of Indiana and the private sector. The USPS Electronic Postmark solution was developed by AuthentiDate. GeoTrust provides digital signatures as the registered Indiana certificate authority. The BMV's digitally certified driver license record service is offered through accessIndiana (www.IN.gov), the state's official Web portal that is managed by Indiana Interactive, a wholly owned subsidiary of eGovernment firm NIC (Nasdaq:EGOV). The BMV launched the program in late December, offering digitally certified 10-year driver records to three county prosecutor offices. Prosecutors obtained more than 200 digitally certified records online during the initial phase. Hamilton County prosecutor Teresa Thomas has found the service invaluable. The state's new driver record service has already saved our office a lot of time and effort, said Thomas. I don't know what we ever did without it. This month, following the success of the initial phase, BMV made the service available to prosecutors in all 92 Indiana counties. Additional enhancements are planned. The BMV already has taken the necessary steps to increase the types of digitally certified records available, allowing prosecutors the option of either a 10-year driver record or a complete driver record that would include driver record information existing beyond the previous 10 years. This change is likely to be available to prosecutors within the next month. The Electronic Postmark is an easy-to-use service which allows qualified parties to search the BMV's database for a driver record, which is then converted to an electronic document. To certify the record's accuracy, the document is accompanied by a cover letter that is digitally signed and sealed by the BMV commissioner. The USPS Electronic Postmark System authenticates the document and electronically delivers it to the county prosecutor, who can save the file to a computer, print the driver record and use it in court. Before the online service was available, prosecutors who requested certified driver records could expect to wait up to six weeks for processing and mail delivery. Now, prosecutors can get certified driver records in a matter of seconds. This project showcases how new technologies and solid partnerships can lead to exciting opportunities to efficiently and securely do business in Indiana, said Indiana Governor Joe Kernan. This system provides faster, more efficient government services for the residents of Indiana.
