Results from a recent GAO study of 34 executive-branch Continuity of Operations Planning (COOP) plans revealed that 50 percent of the plans failed to prioritize essential agency functions. Only 20 percent of the plans completely and accurately identified required agency staff and resources, while fewer than 30 percent identified mission-critical systems and data. Three agencies researched by GAO had no COOP plan at all and none of the plans that did exist presented any method in which to pass on COOP procedures to successors. In response, the GAO recommended that the Undersecretary for Emergency Preparedness and Response ensure that agencies lacking a COOP plan develop one by May 1, 2004 (the agencies have since been granted an extension). The GAO also recommended that all agencies correct their individual COOP plan deficiencies and conduct assessments to verify the effectiveness of the revised plans.
