Primus Telecommunications Announces the Launch of Global Enterprise, Reseller and Residential VOIP Services

PRIMUS Telecommunications Group, Incorporated (Nasdaq:PRTL), which first entered the Voice over Internet Protocol (VOIP) market in 2000, today announced that it is using VOIP technology across its global voice network and successfully carried more than one billion minutes of international voice traffic over the public Internet in 2003.

Based on the latest TeleGeography 2004 report, PRIMUS is currently ranked in the top ten carriers in the world for international PSTN (public switch voice network) voice traffic and also now carries more than four percent of the estimated 24 billion total VOIP minutes worldwide.

This positioning is the first stage in PRIMUS's strategy to use VOIP technology to extend and exploit the value of its global network. PRIMUS has deployed next generation VOIP telecommunications technology in over 125 countries, supported by its back office systems, to transmit digitally calls over the public Internet achieving significant cost savings while ensuring high Quality of Service for VOIP-based calls.

"While many have just begun vocally to champion the potential of VOIP, PRIMUS continues to expand its existing VOIP capabilities to realize now the technology's real-world benefits. There is no better evidence of our strong early positioning than the significant volumes of VOIP traffic that we now carry over our network and the full portfolio of products and services we can offer," said John Melick III, co-president, PRIMUS USA.

PRIMUS already offers bundled VOIP products in Canada, India and Puerto Rico to business and consumer customers and is leveraging this experience to launch a turn-key global reseller offering targeted at broadband service providers, broadcast cable companies, and other telecom service providers who desire to launch a VOIP branded product of their own. This private-label resale VOIP solution includes a comprehensive web based customer management, provisioning and end user billing module allowing immediate entry of resellers into global markets by taking advantage of PRIMUS' global VOIP network and extensive VOIP experience.

"VOIP is changing the playing field for service providers globally and PRIMUS's existing global presence uniquely positions us to capitalize on this dynamic change in the market," said Mr. Melick. During 2004, PRIMUS plans to introduce further multi-service bundles into several global markets, including the United States. These additional product offerings will address the specific needs of consumers and businesses in their respective markets by offering feature rich, cost saving alternatives to traditional telephone services. By leveraging global broadband growth, Primus intends to position itself as a major global VOIP provider.
