This report uses a heuristic business case model to highlight sensitivities in the business case for VoLTE and to clarify potential implementation options for three generic mobile network operator (MNO) profiles: one from the USA, one from an advanced Western European country and one from a middle-income country in Asia-Pacific (APAC).

For each operator, we have explored the potential costs and benefits of a VoLTE deployment and have highlighted the success factors. In addition, we assess the potential benefits of spectrum reuse and of improvements to the user experience. We also examine the impact that virtualisation can have on the cost side of the business case.


The report provides recommendations for operators and vendors.

It is based on several sources:

- The internal research, including coverage of VoLTE services in the Next-Generation Services research programme, vendor research from our Service Delivery Platforms telecoms software programme, and our cost modelling expertise from operator projects
