Man sentenced for child porn
Jul 02, 2009 (The Hawk Eye - McClatchy-Tribune Information Services via COMTEX) --
A 30-year-old Burlington man was sentenced in federal court last week to serve several years in prison on child pornography offenses.
Chad Michael Lee Welsh was ordered to serve eight years for one count of receiving and distributing child pornography and another eight years for possession of child pornography, according to officials at the United States Attorney's Office in Davenport. They added the terms were ordered to run concurrently.
Welsh also was ordered to serve 10 years supervised release following the prison term.
Prosecutors said Welsh "received and distributed child pornography through the use of the peer-to-peer file sharing software Limeware."
An undercover investigation was soon conducted, and authorities found downloaded child porn from an IP address that came back to Welsh.
Computer forensic experts found additional porn during an examination of Welsh's computer. They said some of the images were of known victims identified by the National Center for Missing and Exploited Children.
According to an indictment handed down last year, a grand jury charged Welsh "did knowingly receive and distribute visual depictions ... involving the use of minors engaging in sexually explicit conduct," in 2005 to 2007.
Welsh, authorities said, possessed the child porn, which was the second count in the indictment, in October 2006.
Both offenses were committed in Burlington.
