BEIJING - U.N. High Commissioner for Refugees Antonio Guterres is in Beijing for talks with senior government officials that will cover the status of North Korean migrants in China, a UNHCR spokesman said Monday.
Guterres arrived on Sunday for a five-day visit and is the first high commissioner to visit China in nine years.

TOKYO - Japanese Communist Party chief Kazuo Shii and Social Democratic Party leader Mizuho Fukushima plan to meet Wednesday to discuss how best to work together to fend off the Liberal Democratic Party's attempt to revise the war-renouncing Constitution, lawmakers of both parties said Monday.
The two leaders are expected to exchange views "in an easy manner" over dinner, Fukushima's aides said.
---------- Skymark Airlines' head office inspected over failure to repair plane
TOKYO - The transport ministry on Monday inspected the headquarters of Skymark Airlines Co. over repair work on an aircraft that was not carried out as scheduled.
It is the second round of investigation of the discount airline operator by the Land, Infrastructure and Transport Ministry, which last Friday launched a monthlong safety audit of Skymark's offices at Tokyo's Haneda airport.
---------- Man gets death sentence in quick trial for robbing, killing couple
KOBE - The Kobe District Court sentenced a 65-year-old man to death on Monday for robbing and killing a couple in 2004 in what is believed to be the first death sentence handed down by a Japanese court through quickened trial procedures.
Defense attorneys for the defendant Mineteru Yamamoto appealed the ruling immediately to the Osaka High Court. The prosecutors had demanded the death penalty.
