DC-Based Team Eliminates Foreign Labor Certification Backlog
LANDOVER, Md. --(Business Wire)-- Exceed Corporation, the prime contractor, and DTI Associates, a Haverstick Company, (Team EXCEED), have successfully completed a significant contract for the U.S. Department of Labor (DOL), which has eliminated the foreign labor certification application backlog. This effort was accomplished through two backlog elimination centers (BECs). The project was completed ahead of schedule and under the originally projected cost.
Team EXCEED began its work with DOL's Office of Foreign Labor Certification (OFLC) in July 2004. The team set up centers in Philadelphia and Dallas within 90 days, which included facility build-out, equipment and technology acquisition and installation, and the hiring and training of more than 100 employees at each center. Team EXCEED revised business processes and quality assurance/control practices to process foreign labor certification (FLC) applications swiftly and accurately, and comply with DOL regulations. In total, approximately 360,000 cases were collected and processed from federal and state offices across the country.

A permanent labor certification allows an employer to hire a foreign worker to work permanently in the United States. The DOL issued certification is an assurance that there are no qualified U.S. Workers who are able, willing and available to accept the job at the prevailing wage for that occupation. In addition, the certification assures that employment of the foreign worker will not adversely affect the wages and working conditions of similarly employed U.S. workers. Modifications to the Immigration and Nationality Act in 1997 and 2000 led to a significant increase in applications, which created the backlog.
