Alion Hires Maritime and Nonproliferation Security Expert to Lead Development of Turnkey Port Security SolutionMCLEAN, Va. --(Business Wire)-- Alion Science and Technology, an employee-owned technology solutions company, today announced the company has hired Dr. Charles Massey as the director of port and maritime security to lead the creation of a port security solution for domestic and international ports. The Alion solution will focus on ports that do not currently have the support, staff and budget to screen cargo at the levels required to maintain port security and to trade internationally. As an internationally recognized expert in maritime and nonproliferation security, Dr. Massey performed work for U.S. and foreign governments in nuclear facilities, seaports, airports and border crossings in over 40 countries. His previous experience includes serving as the International Borders and Maritime Security Program Manager at Sandia National Laboratories. In this capacity, he was responsible for supporting the Department of Energy/National Nuclear Security Administrations' Second Line of Defense and it Megaports initiative. As a result of his work at Sandia, Dr. Massey oversaw and supported security efforts in over 30 countries engaged in the global war on terrorism. Dr. Massey was also the program manager for Operation Safe Commerce (OSC) activities at the Ports of Los Angeles and Long Beach and as the program manager for Sandia support to the U.S. Coast Guard's Foreign Port Security Assessment Program. As part of the OSC activities, he helped provide threat and vulnerability assessment guidance and support to the Transportation Security Administration (TSA), identified vulnerabilities in maritime trade lanes, tested and demonstrated potential technologies in laboratory and operational environments, and recommended security solutions to address security gaps in the global supply chain. "Dr. Massey provides specialization in areas critical to homeland security - specifically international agreements, threat and vulnerability assessments, physical protection systems design and evaluation, mathematical modeling and radiation detection systems," commented Ken Siegman, Group Senior VP for Alion. In 1998, Dr. Massey received the U.S. Department of Justice's Outstanding Service Award for his work in a critical nuclear non-proliferation project involving maritime transportation of nuclear material. Dr. Massey has also received numerous awards from the U.S. Navy in which he held the rank of captain. Dr. Massey attended the United States Merchant Academy, earning a Bachelor of Science degree in marine transportation. He also earned Master of Science degrees in energy resources and health physics, and a Doctorate of Philosophy in radiation health with a minor in civil engineering from the University of Pittsburgh.
