Northumberland County Council choose Execview for Enterprise Programme Management and Corporate Change following successful pilot

Jan 28, 2013 (M2 PRESSWIRE via COMTEX) -- Execview, providers of the ground-breaking Enterprise Platform for delivering and managing business transformation, operational excellence and strategic outcomes, has announced that Northumberland County Council will use the Execview enterprise Programme and Project Management (PPM) platform to tackle its corporate level change programme, manage corporate risk for multiple portfolios, and deliver executive and senior level reporting across the council.

The contract follows a successful pilot which included PPM to help roll out the councils fast iBroadband project across the county, as part of its iNorthumberland campaign to enfranchise small businesses and the community at large, encouraging online activity to further drive the regions economy.

PPM is part of Execviews enterprise governance platform. It enables overall strategic outcome management, project prioritisation, project and change reporting, stakeholder communication, PMO functionality and more. Delivered as Software-as-a-Service, PPM can be deployed rapidly, at low cost and for minimal risk.

Stephen Gray, Northumberland County Councils Broadband Programme Director said: We wanted the council to be up and running quickly with a cost effective solution that gives us excellence in managing our many programmes and projects. Most of the Councils directorates now want to use the solution; Execviews PPM does that like nothing else on the market. The solutions will cover many of the Councils services such as customer services, street-lighting, highways and so on.

He added: We underwent a formal procurement process and scanned the market for a solution to give us the best control and governance of the councils programmes, projects and portfolios. Execview fitted the bill.

It is top-down and allows rapid roll-out from the very largest programmes to the very smallest project. Its easy to use, and gives the council excellent control with a very low training overhead.

Until Execview PPM, the council faced a business problem with its control processes, reporting, and visibility of its programmes. Today, after a successful pilot and a series of quick win working projects to demonstrate effectiveness in a matter of weeks, Execview is the solution of choice for the councils Corporate Programme and all project activity. The council is targeting 74m of savings using Execview for programme and project management over the next three years. It currently runs over 40 Programme Office and IT change projects with Execviev; around 50 users are now trained.

Among the programmes addressed by Execview is the iNorthumberland broadband programme. Stephen Gray, Broadband Programme Director at Northumberland County Council, said: Execview can be rolled out at a fast pace with a very low level of impact on managers, project managers and project users, with just an hour of training per user. This meant our Corporate Change and IS teams could be up and running and self-sufficient in minimal time for little overhead.

Stephen cited a new clarity and timeliness of reporting for council executives, ensuring their engagement in problem solving and project successes. He added: They like the ease and speed with which they can view key performance indicators and milestones using a simple traffic light system. We are now at the stage where all the main programmes have executive visibility which allows Northumberland to be more successful at delivering change.

While it is too early to assess full ROI, the council expects immediate savings on Microsoft Project licences and Risk Management software, as well as indirect savings and gains, thanks to speedier reporting, better decision-making, productivity improvements and removal of some third party expenses. There has also been a reduction in IS project management costs, as the team find Execview to be a more efficient tool than incumbent ones, and are now able to employ fewer external project managers.

Execview CEO Stephen Randall said: We are delighted to be working with another innovative council, and we are impressed with the way Northumberland County Council evaluated Execview on several projects to identify capabilities and whether it was fit for purpose. It clearly was. It is beginning to deliver savings and efficiencies and we are very pleased to see its more widespread use across other council programmes and projects.
