NOVAtime SaaS Hosted Solution Optimizes Management of 22nd DAA Workforce

The 22nd District Agricultural Association is a State of California agency that owns and operates the Del Mar Fairgrounds which is a 370-acre site. Home to more than 350 annual events, the Fairgrounds
also hosts the five events that the 22nd DAA produces each year, which includes The San Diego County Fair, the Del Mar National Horse Show, Professional Bull Riding, the Scream Zone and Holiday of Lights. Seasonal employees are hired throughout the year and ramp up to 3000 employees during the summer to support the San Diego County Fair. This was in addition to the regular, salaried employees. Hence, the workforce was considerable, and 22nd DAA required some timekeeping solution to manage the entire workforce.

Justifying his choice of a workforce management solution, IT Director, Mr. Ron Rogers said that NOVAtime SaaS solution satisfied the requirements of a hosted solution with a billing practice that supported seasonal employees. Salaried employees had the advantage of the self-service feature which enabled them to punch from the Web and also view their historical attendance records online. The powerful Attendance History revealed punch patters and tracked exceptions like tardiness. The NOVAtime system also tracked attendance and benefits accurately. Rogers also expressed his approval of the integration of accruals with their HRMS software used to accomplish their benefit needs. This way, employees could choose to get either overtime pay, or keep the hours in a reserved account and use it later.
Mark Huettinger of Advanced Time Concepts , commenting on the use of the Supervisor Web Services by 22nd DAA supervisors and managers, to review and approve their employee timesheets, said that the 22nd DAA used multiple-level timesheet approval, including supervisor approval, H.R. Approval, and Payroll. Many custom rules and features were used to meet the State of California’s requirements. Regardless of the number of employees, NOVAtime4000 performed well as it had been load tested and had passed the application security and penetration testing by a third party. He assured 22nd DAA that the infrastructure and system requirements were capable of supporting workforce management solutions for organizations with more than 2000 employees. Data backup and system upgrades were all handled by NOVAtime and were secured in a hosted SAS (News - Alert)-70 Type II data center. In addition , time punches were automatically uploaded to the server immediately in real-time, obviating the need for data collection servers.
