A native of Philadelphia, Scott graduated from Bucknell University in Lewisburg, PA and spent four years following graduation living and working in Tokyo, Japan. Upon returning to the United States, he settled in San Francisco and began his career in telecommunications with AT&T.

While at AT&T in the mid-1990s, Scott realized that the busy telecom and networking marketplace was missing a company that was committed to delivering full-service communications integration for mid-market enterprises. In 1997, Scott left his position at AT&T to launch Xtel Networks, the precursor to Xtelesis Corporation, where he now serves as president and CEO.
