The original Digital Civilisation Manifesto states its principles as follow:

3.  Rules are public, clear and ethical. The rights of organisations and nations to draw up and modify rules are themselves public, clear and ethcal. Thus rules are themselves subject to rules, such as not contradicting basic rights.
