SPA Names Rear Admiral Brad Williamson as Director of Strategic Initiatives


ALEXANDRIA, Va., Oct. 6, 2017 /PRNewswire/ -- Systems Planning and Analysis, Inc., (SPA) has named Rear Admiral (USN, Ret.) Brad Williamson as Director, Strategic Initiatives, effective September 18, 2017. RDML Williamson will focus his efforts on growing SPA's client base and expanding its teaming opportunities. 

RDML Williamson brings extensive experience in strategic planning, program management, Naval platform and weapon system assessment and cost analysis, budget planning and execution, and global maritime operations.  RDML Williamson was formerly the founder and CEO of MVSEA, a consulting firm he established to assist Small Businesses in developing sound Strategic Plans.  RDML Williamson's last position on active duty was as the Commandant of the Joint Forces Staff College in Norfolk, VA.  In this position, he led the Department of Defense's Graduate Level School responsible for providing Whole of Government Strategic and Operational Planning education to senior officers and civilians, via in class, satellite program, and hybrid teaching methodologies.

During his extensive career as a surface warfare officer, RDML Williamson served on nine different ship classes and commanded at-sea in every rank from Lieutenant through Rear Admiral, commanding USS Thunderbolt (PC 12), USS Porter (DDG 78), Destroyer Squadron (DESRON) 2, and Standing NATO Maritime Group Two.  With NATO, he led NATO's largest force ever into the Black Sea at a time of increased tensions and executed NATO's largest ever Anti-submarine exercise, Dynamic Mongoose 2015.  He also served as chief of staff, Carrier Strike Group (CSG) 2/Theodore Roosevelt Strike Group; and as chief of staff, Naval Striking and Support Forces NATO. 

Ashore, he most notably served in the Office of the Secretary of Defense, Program Analysis and Evaluation (PA&E), as the Lead Cost Analyst for the development of Defense Emergency Response Funds (DERF)/Cost of War (COW) supplemental funding for the Department of Defense after 9/11.  He also served as the executive assistant in OPNAV N81 (Naval Assessments), OPNAV N86 (Surface Warfare), and as executive assistant to the Deputy Commander, U.S. Fleet Forces Command.
