FERC Issues Order Approving As-Built Exhibit F Drawings re Boise Project Board of Control under P-5042


(Targeted News Service Via Acquire Media NewsEdge) WASHINGTON, July 17 -- The U.S. Department of Energy's Federal Energy Regulatory Commission issued the following notice: Boise Project Board of Control Project No. 5042-003 ORDER APPROVING AS-BUILT EXHIBIT F DRAWINGS (Issued July 17, 2014) 1. On April 8, 2014, the Boise Project Board of Control, exemptee for the Fargo Drop No. 1 Project No. 5042, filed as-built Exhibit F drawings as required by ordering paragraph (J) of the March 29, 2012 Order Amending Conduit Exemption and Approving Exhibits. The project is located on the exemptee's Wilder Irrigation District water supply system in Canyon County, Idaho.



Background 2. The March 29, 2012 order approved several design changes to the then unconstructed project. Ordering paragraph (J) of the order requires the exemptee to file revised Exhibits A, F, and G, as applicable, to show the project facilities as built following completion of the construction as authorized in the order.

Exemptee's Filing 3. In its April 8, 2014 filing, the exemptee included 10 as-built Exhibit F drawings. The exemptee did not file as-built Exhibits A or G because no revisions to those exhibits were necessary following construction. We have reviewed the Exhibit F drawings and found that they show the as-built conditions of the project. The drawings also comply with the Commission's rules and regulations, and will be approved by this order. In ordering paragraph (A) we are approving the drawings and the exemptee is required to file them in electronic format as shown in ordering paragraph (B).


4. Staff from the Commission's Portland Regional Office most recently inspected the project on May 28, 2013. During this inspection, staff noted that the generator nameplate stated the capacity was 1,000 kilowatts (kW). However, the authorized installed capacity of the project, and the capacity shown in the Exhibit F drawings is 1,100 kW. During a telephone call between Commission staff and the exemptee's engineer, the engineer stated the actual capacity of the generator is 1,100 kW. Therefore, ordering paragraph (C) requires the exemptee to affix a new nameplate to the generator at the project showing the correct capacity of the unit.

The Director orders: (A) The following exhibit drawings, filed on April 8, 2014 for the Fargo Drop No. 1 Project, conform to the Commission's rules and regulations, and are approved and made part of the exemption, as labeled and numbered below. The superseded drawings are deleted from the exemption.

Digital images of the approved exhibit drawings shall be prepared in electronic format. Prior to preparing each digital image, the FERC Project-Drawing Number (i.e., P-5042-12, etc.) shall be shown in the margin below the title block of the approved drawing. Exhibit F drawings must be identified as Critical Energy Infrastructure Information (CEII) material under 18 CFR section388.113(c). Each drawing must be a separate electronic file, and the file name shall include: FERC Project-Drawing Number, FERC Exhibit, Drawing Title, date of this order, and file extension in the following format [P-5042-12, F-1, Intake Structure - Structural Site Plan, MM-DD-YYYY.TIF].

All digital images of the exhibit drawings shall meet the following format specification: IMAGERY - black & white raster file FILE TYPE - Tagged Image File Format, (TIFF) CCITT Group 4 RESOLUTION - 300 dpi desired, (200 dpi min) DRAWING SIZE FORMAT - 24" x 36" (min), 28" x 40" (max) FILE SIZE - less than 1 MB desired Two sets of electronic drawings on compact discs shall be filed with the Secretary of the Commission, ATTN: OEP/DHAC.

(C) The exemptee shall install a new nameplate on the project generator showing the capacity of the unit as 1,100 kilowatts. Within 90 days of the date of this order, the exemptee shall file photograph documentation that it has replaced the nameplate.

(D) This order constitutes final agency action. Any party may file a request for rehearing of this order within 30 days from the date of its issuance, as provided in section 313(a) of the Federal Power Act, 16 U.S.C. section 825l (2012), and the Commission's regulations at 18 C.F.R. section 385.713 (2014). The filing of a request for rehearing does not operate as a stay of the effective date of this order, or of any other date specified in this order. The exemptee's failure to file a request for rehearing shall constitute acceptance of this order.
