SCOPE OF SERVICES To enable the State to determine the capabilities of an offeror to perform the services specified in the RFP, the offeror shall respond to the following regarding its ability to meet the State%s requirements. All subsections of Section 3 not listed in the "Instructions to Offerors" on page 3 require a response. Restate the subsection number and the text immediately prior to your written response. Offerors taking exception to any requirements listed in this section may be found nonresponsive or be subject to point deductions. 3.1 PROJECT DESCRIPTION The Department of Public Health and Human Services (DPHHS), Public Health and Safety Division (PHSD) is in need of a user-friendly interactive public health data query system to meet the needs of the general public, public health partners, and the staff of our division and department. We have identified a product, Indicator-Based Information System (IBIS), which meets PHSD requirements. PHSD seeks an experienced contractor to provide set up, configuration, and implementation services of IBIS for PHSD hosted by the State.  3.1.1 IBIS Background. IBIS is a set of open source software that provides web-based real-time querying of Statistical Analysis System (SAS) datasets, the centralized management of indicator profiles, as well as other content, such as health topics. The system was designed using currently-accepted modern system architectures for complex software systems (loosely-coupled components and data-driven processes) and is based on open standards using open source packages and tools where applicable. The software was written in Java, with most of the content stored in Extensible Markup Language (XML). The content is displayed with Extensible Stylesheet Language Transformations (XSLT) and Cascading Style Sheets (CSS) and SAS datasets are queried using an apache web server using Common Gateway Interface (CGI) technology. IBIS Components: The public View Application displays the pages on websites using the Indicator-Based Information System for Public Health (IBIS-PH) software and allows a user to view static and dynamically-generated web pages that describe the system, display indicator profile reports, and perform real-time SAS data queries; The Admin Application , a web-based, centralized indicator profile data repository that allows staff throughout the organization to maintain their indicator profile numerical and contextual data; and The IBIS-Q dataset query system that allows queries to be made to a SAS dataset with only the base SAS software and a couple of modules. The system is data driven with all of the pages being dynamically created. To maintain or extend the system simply requires someone to maintain the actual data to be displayed.
