New York's Zibelman, Massachusetts' Westbrook Appointed to NARUC Board


(Targeted News Service Via Acquire Media NewsEdge) WASHINGTON, May 15 -- The National Association of Regulatory Utility Commissioners issued the following news release: National Association of Regulatory Utility Commissioners President Colette D. Honorable appointed two new members to the Association's Board of Directors.



Commissioners Audrey Zibelman, chair of the New York Public Service Commission, and Jolette Westbrook of the Massachusetts Department of Public Utilities will begin their terms immediately.

The NARUC Board of Directors consists of 20 members plus the Association's President, the First and Second Vice Presidents, Treasurer, and each Past-President who is still a member of the organization. Board members are appointed by the NARUC President. As the supervisory body, the Board oversees NARUC's general and financial functions and approves resolutions that serve as the Association's policy.


"My thanks to Chair Zibelman and Commissioner Westbrook for agreeing to serve in this important role," said President Honorable. "The NARUC Board of Directors provides oversight and supervision to our organization. We are blessed with amazing talents like our two newest members. On behalf of the Board, I look forward to working with them going forward." Chair Zibelman was appointed to the New York PSC in June 2013 and named chair in September. Her term runs through Feb. 1, 2018. She is a member of the NARUC Committee on Electricity. As chair of the PSC, she sits on State Energy Planning Board. She is also Chair of the New York State Board on Electric Generation Siting and the Environment. She sits on the board of the New York State Energy Research and Development Authority, the board of the Regional Greenhouse Gas Initiative Inc., the New York State Disaster Preparedness Commission, the Bureau of Ocean Energy Management Task Force.

Prior to joining the PSC, Chair Zibelman served as founder, past-president and CEO of Viridity Energy, Inc. She has participated as both counsel and expert witness in numerous electric utility proceedings before State and federal regulatory and legislative bodies on topics such as the benefits of power markets and smart grids to consumers. In addition, she was the Executive Vice President and Chief Operating Officer of PJM, a regional transmission organization that operates the world's largest wholesale power market and serves 14 States throughout the eastern United States.

Commissioner Westbrook was appointed to the Massachusetts DPU in April 2009. Within NARUC she chairs the NARUC-Department of Energy LNG Working Group. She is also a member of the Committee on Gas. Prior to joining the DPU, Commissioner Westbrook served as both general counsel and director of the Massachusetts Energy Facilities Siting Board, a board charged with ensuring that transmission and generation facilities sited in the State has a reliable energy supply at the lowest possible cost and the least environmental impact.

Commissioner Westbrook's service to Massachusetts has also included positions as acting assistant general counsel, senior counsel and hearing officer at the Department of Public Utilities, and director of "Lemon Law" arbitration programs at the Massachusetts Executive Office of Consumer Affairs. Prior to her public sector work for the Commonwealth, Commissioner Westbrook was managing attorney for the Southeastern Massachusetts Legal Assistance Corporation, and a litigator at the law firm of Dawkins & Quarles.
