Industry revenue is expected to total $750.0 million in 2013-14, up 3.4% on the previous year in response to stronger demand from the housing and commercial building markets. Revenue has fallen from a record peak at $1.3 billion in 2009-10, which coincided with the height of funding under the Federal Government's Home Insulation Program (HIP) and the subsidisation of ceiling insulation into existing dwellings under the Energy Efficient Homes scheme. According to IBISWorld industry analyst Anthony Kelly, "the abrupt termination of the HIP in early 2010 resulted in a sharp decline in demand for contractors and left many firms holding vast quantities of insulation stock and commitments to storage leases, staff payments and marketing programs." Given the volatile fluctuations in installation demand in the housing market and the adverse trends in the commercial building and industrial markets, industry revenue is estimated to trend down by an annualised 7.4% over the five years through 2013-14.



The industry is characterised by many small-scale firms operating in narrow geographic and specialist markets. Approximately 4,500 establishments contest the industry, down from a peak at 6,169 in 2009-10. Consequently, direct employment has fallen from 18,750 people in 2009-10 to approximately 7,150 people in 2013-14. The total workforce peaked at about 50,000 people in November 2009, when insulation was installed into a record 178,000 homes under the HIP.

Insulation Services industry revenue is forecast to return to solid growth over the next five years. "This performance reflects an expected recovery in the downstream building markets and subdued demand from the industrial markets," says Kelly. Increasing environmental concerns and rising energy costs are also expected to increase demand for insulation services as households and businesses look to cut costs and become more environmentally friendly. DIY competition will remain high and is expected to increase with developments in insulation materials and the simplicity of application.
