Tekelec Takes 'Policy Everywhere' with New Partners

Tekelec is expanding its "Policy Everywhere" partner ecosystem to help mobile operators deliver a superior subscriber experience. Tekelec (News - Alert) is testing interoperability between its Mobile Policy Gateway (MPG) and solutions from Roke Manor Research Ltd. (SmartSwitch™), Greenpacket (Intouch Mobile Data Offload platform) and Smith Micro (NetWise Director™). This testing includes standards-compliant Access Network Discovery and Selection Function (ANDSF) capabilities, as well as advanced use cases that extend the reach of policy directly to mobile devices.

Tekelec now has three partners to deliver on its "Policy Everywhere" vision. Last year, Tekelec announced interoperability with Roke and was able to demonstrate advanced used cases addressing application based offload and network quality assessment. With the addition of Greenpacket and Smith Micro, Tekelec is building an industry-leading ecosystem of partners to enable standards-compliant solutions, which extend policy control to the mobile device and enable a range of new revenue opportunities for service providers.

At the company's Mobile World Congress stand, Tekelec is demonstrating Policy-on-the-Mobile capabilities directed by its Mobile Policy Gateway (News - Alert). This type of end-to-end policy management allows service providers to:

  • Improve network performance with smart Wi-Fi offload. Mobile subscribers are able to access an unlimited number of applications, web content and multimedia content from their smart devices. This drives high bandwidth and bursty, unpredictable traffic patterns, which can lead to network congestion. Policy-enabled device management using ANDSF standards allows operators to dynamically adjust network usage patterns via Wi-Fi offload to ensure network quality and resilience.
  • Create relevant, opt-in mobile marketing campaigns. Service providers can combine dynamic location and Wi-Fi access point information with stored subscriber preferences to provide new discounts and loyalty-related offers with partner organizations.
  • Improve the subscriber quality of experience (QoE). Chatty applications can degrade the quality of data sessions by using too much processing capacity and battery life. Device policies can manage signaling messages, improving device and network performance.
  • Deliver quality-based service tiers. Operators can improve profitability with new pricing plans and service bundles by controlling the selection of access networks and maintaining optimal QoE for users who have subscribed to higher levels of service or for higher priority applications.
  • Protect devices and subscriber data. /b>Subscribers who download dozens or even hundreds of apps to their devices risk security vulnerabilities that could compromise device performance or subscriber data. Policy rules enforced directly on the device can limit third-party access to confidential data and thwart malware from propagating.



Tekelec's Mobile Policy Gateway integrates with its own market-leading Policy Server (PCRF) or other vendors' PCRFs to reduce the need for costly deep packet inspection (DPI) and policy enforcement (PCEF) functions in the network core. The MPG combines standards-compliant ANDSF with dynamic network- and subscriber-aware policy management, turning smartphones, tablets and other smart devices into policy enforcement points.
