Saudi Arabia releases MVNO licence document

(Flare (Pakistan) Via Acquire Media NewsEdge) Saudi Arabia’s telecoms regulator has un-veiled the document containing formalities and procedures to submit applications to win the Mobile Virtual Network Operator(MVNO) licence.

The move aims to improve standard of telecoms and IT services, as well as to increase investment in this vital sector. The document by the Communications and Information Technology Commission (CITC)would contain the conditions and criteria for the process of submitting application, and conditions to be met by the applicants, as well as the timetable for the licensing process, guide-lines regarding the applicants and contents of the application, in addition to application procedures. The document would also include the general frame-work of the MVNO agreement.

MVNO is a wireless communications services provider that does not own the radio spectrum or wire-less network infrastructure over which the MVNO provides services to its customers. An MVNO enters into a business agreement with a mobile network operator to obtain bulk access to network services at wholesale rates, then sets retail prices independently. An MVNO may use its own customer service and billing support systems, marketing and sales personnel or it may employ the services of a Mobile Virtual Network Enabler (MVNE).
