EDITORIAL: Can postal service survive competition, technological changes?

Aug 10, 2009 (The Ottawa Herald - McClatchy-Tribune Information Services via COMTEX) -- The nation faces a question: Is universal postal delivery a privilege or a right? Business factors will make the answer easier. ...

Not only does it face increased competition on parcel delivery by private firms -- think UPS and FedEx for starters -- but the postal service also faces competition right on your desktop, or in your pocket -- think e-mail and instant-messaging cell-phones. ...

Mail volume is plummeting. Where it had been at about 212 billion pieces in 2007, it was 203 billion in 2008 and is projected to fall to about 175 billion pieces of mail this year.

... Like it or not, the postal service is a business, one that has to be able to pay its employees and suppliers while continuing to perform its service. With huge amounts of its service no longer requested, the system must contract. That means postal employee cuts, postal center closings and the potential for a reduction in the number of days of delivery to something less than the current six days a week. ...

The advent of technology and competition means there is a new "normal" in the daily postal business.

Determinations of just what that "normal" is now and will be in the future will provide the answer to the question of universal postal delivery, six days a week.
