Jerry B. Wilke
Executive Director, Rural Telcommunications Group
Jerry Wilke is responsible for managing the day-to-day operations of RTG. This includes advocacy programming, membership, meetings and publications, as well as financial management and overall operations. Mr. Wilke brings to RTG 16 years of wireless carrier operations and regulatory experience in rural telecommunications issues.
Prior to joining RTG, Mr. Wilke spent several years in Iowa as General Manager of Long Lines Wireless, a GSM carrier and Cellular One of Great Lakes of Iowa, a CDMA carrier, where he was responsible for operations, sales, marketing and product management. He is the former Vice President and General Manager of the Wireless Division and Director of Strategic Planning and Corporate Development at HickoryTech Corporation in Minnesota.
Mr. Wilke possesses over 15 years of experience in all facets of Telecommunications operations. He has held positions in Local Exchange, CATV, Wireless operations of AMPS, TDMA, CDMA, and GSM networks, Broadband and CLEC operations, bringing a detailed understanding of business support systems “from the trenches” of fixed line, wireless and broadband operations. He was a featured speaker during the FCC Rural Issues Forum in Washington, D.C. speaking on E-911 phase II deployments lessons learned in Rural America.

Thomas W. Cohen
Partner, Washington, DC, Kelley Drye & Warren LLP
Thomas Cohen is a partner in the firm's Washington, D.C. office. His practice focuses on matters involving communications, including telecommunications, wireless and media, the Internet, privacy and government relations.
Mr. Cohen has more than 30 years of experience in the communications/
telecommunications industry sector, first as a government policy maker, serving for over a decade as assistant general counsel for legislation at the Federal Communications Commission (FCC) and as senior counsel for the Senate Commerce Committee. He then was a founder and principal in firms assessing and developing communications/telecommunications properties and advising businesses. At Kelley Drye, Mr. Cohen assists clients with a variety of aspects of communications law, including federal and state administrative and legislative advocacy, business-related legal matters and litigation.

Dev Khoslaa
Head of Business Development, North America Sub-Region
Nokia Siemens Networks
Dev Khoslaa is heading business development activities within North America Sub Region, and is leading the Nokia Siemens Networks broadband stimulus program in North America. This is a unique initiative designed to assist customers and prospects that are seeking participation in the $7.2B USD broadband stimulus program within the ARRA.
Prior to assuming his business development role, Dev was Account Director of the T-Mobile account at Nokia Networks/Nokia Siemens Networks.
Dev has been with Nokia Networks/Nokia Siemens Networks for over 13 years and has worked in various sales, account management and solution marketing roles, managing multiple customer accounts in North America and India. Prior to his T-Mobile role, he was Senior Account Manager for the AT&T account, supporting their nationwide GSM network buildout.
Dev has a Bachelor’s degree of Engineering in Electronics and Communication from University of Delhi, India, and an MBA degree from University of Dallas. He possesses a strong technical and business background, as well as a proven track record in new business development and senior level account management within the telecom industry

Gary Kim

Gary Kim is a founder of Dagda Mor Media and its Chief Operating Officer. He is Editor in Chief of Fat Pipe magazine and IP Business. He also writes for ChannelVision.
Mr. Kim has been a journalist, industry analyst and commentator since 1983. He was Senior Vice President with Probe Research, Inc., a telecommunications market research firm (1993 to 1996), where he anchored Probe's cable TV and competitive carrier practice.
Gary has been an independent consultant. He also has worked in the ISP and system integrator industry, where he was Director of Strategic Research for Convergent Communications, a Denver-based system integrator, and Strategy Vice President for CacheStream, an Atlanta-based streaming media company. He also was on the board of InternetNow, a Phoenix-based dial-up ISP.
Mr. Kim is a member of American Mensa Ltd., the U.S. branch of the worldwide organization for people whose IQ scores are in the top two percent, and has graduate and undergraduate degrees from University of Oregon (management and history).
