About the ECS Seminar Instructors & Guest Speakers

Timothy Mooney, Senior Export Policy Analyst, Regulatory Policy Division in Office of Exporter Services/Export Administration with the U.S. Department of Commerce, joined the Bureau of Industry and Security (BIS) in July 2004. As a Senior Export Policy Analyst, he is responsible for drafting rules to revise the Export Administration Regulations (EAR). Since 2004, Mr. Mooney has drafted 119 rules that have amended or requested public comments on the EAR.


Debi Davis, Vice President, Washington DC Operations & Global Trade at Esterline Corporation is responsible for oversight of all international trade compliance related functions for Esterline, a multibillion dollar corporation operating in 14 countries. She manages a wide range of functions including export and import compliance; export and import licensing; customs activities; investigations and disclosures; consent agreement compliance and other compliance related activities.

Matthew J. McGrath, Partner, McGrath Law Group, LLC counsels companies on export control matters, and focuses on government contracts and international business transactions. He is experienced in export controls under the International Traffic in Arms Regulations (ITAR); Export Administration Regulations (EAR); Office of Foreign Assets Control (OFAC) regulations, and other related areas of law.

Matt Doyle, Senior Manager, Export/Import Compliance, Lockheed Martin Corporation in Arlington, Virginia, has more than 27 years of U.S. federal export and import regulatory experience with major high technology defense and aerospace firms (including nine years with Lockheed Martin; the remainder with Litton Systems, Inc.; BAE Systems, Inc.; and Raytheon (News - Alert) Company).

Suzanne Palmer, President, Export Compliance Solutions & Consulting, is a former Licensing Officer at the State Department, Directorate of Defense Trade Controls (DDTC), with 20 years of direct experience in the U.S. defense industry. After leaving the State Department, Ms. Palmer joined Northrop Grumman's (News - Alert) Electronic Systems in Baltimore and then went on to work at Johns Hopkins Applied Physics Lab. Ms. Palmer combined this unique experience to found ECS in 2003.

Lisa Bencivenga, President, Lisa Bencivenga, LLC, has over 20 years of varied experience in export/import licensing and compliance issues with major defense contractors with an emphasis on space and satellite systems. Working closely with legal departments administering corporate international export/import activities, her work has included the development and implementation of internal compliance programs, providing regulatory guidance, instituting license databases, conducting audits, coordinating investigations and training personnel at all corporate levels.
